Summary
-To lead the QA function in the Gulf countries thereby ensuring that all processes and procedures, tasks, responsibilities and projects are in compliance with all pharmaceutical laws, the Novartis Quality Manual and Policies as well as Industry Best Practices. This role comprises special GxP requirements and has to be executed in accordance with these. Ensure that all quality relevant processes are compliant and that non-compliance is appropriately addressed via corrective and preventive actions (CAPA) and/or escalation of issues  
About the Role

Major accountabilities:

    Lead the development of a consistent Quality Culture with high awareness on data integrity and close collaboration with Gulf Country business partners and ensure a state of the art Country Quality Organization is in place to best support overall business strategy.
    Ensure implementation of applicable Quality Standards and governance processes through the implementation of the Novartis Quality Manual and Policies.
    Ensure that regulatory controls are in place in relevant process steps -Ensures adherence to GxP, any further legal and company internal regulations for manufacturing, control and distribution operations and to HSE guidelines and requirements -Ensure implementation of defined Key Quality Indicators in the area of responsibility to monitor on an on-going basis that relevant processes are in control and compliant.
    Ensure regularly review and assessment of KQIs at the Leadership Team level.
    Ensure adequate escalation of issues and support their timely resolution and provide quality oversight for deviations and ensure that adequate corrective and preventive actions (CAPA’s) are implemented.
    Provide quality oversight for planned changes.
    Ensure adequate regulatory inspection preparation, management and follow-up in the area of responsibility.
    Ensure communication with local Health Authorities is adequately shared within the organization and commitments tracked and closed on time.
    Ensure implementation of adequate training within the area of responsibility for all GxP activities by defining, planning and supporting training activities.
    Ensure that processes are in place to communicate country specific requirements to the Region and headquarter organizations for all GxP areas and assess their implications for the compliance of existing processes and systems.
    Initiate remediation activities, as necessary, to ensure ongoing compliance.
    Ensures adequate processing of complaints.
    Establishes an efficient recall organization as well as ensure development of talent within the local Quality unit.
    Develop adequate succession candidates for the Quality organizations.
    Reporting of technical complaints / adverse events / special case scenarios related to Novartis products within 24 hours of receipt -Distribution of marketing samples (where applicable)

Key performance indicators:

    Implementation tracking of issued Quality Manual modules consistently in place -Performance against Key Quality Indicators Delivery of the Quality Plan and budget -The number and severity of GXP issues identified during internal and external audits.
      

Minimum Requirements:
Work Experience:

    10 years minimum in Pharmaceutical industry
    Pharmacy degree (preferently, a licensed pharmacist in the UAE )

Job Description

The Head of External Reporting role is a key role within the accounting and finance organization and will work closely with the ME Financial Controller and the rest of the international and regional controllership team. As part of a dynamic team, you will have responsibility for the co-ordination of the internal and external audits for our Middle East legal entities, leading on the preparation of the IFRS financial statements for both trading and holdings companies (~26 legal entities), providing month end close support to the internal reporting team, providing technical accounting advice across the region, and responding to technical accounting and audit related queries from Management, Corporate and our external auditors.

 

You will interact with the wider Middle East finance team, business leaders, corporate executives, internal and external audit teams and outside professional advisors. The role will operate across all AECOM divisions, supporting in ensuring accurate and timely internal and external financial reporting information, the management of our legal entity structure, and in optimizing this structure to support key business objectives.

Key responsibilities

    Leading the Middle East external audit process, including preparing extended trial balances and collating necessary support, and responding to queries from auditors. The Middle East currently has 19 audited companies including several major trading companies and investment companies.
    Ensuring ME statutory financial statements are accurate, comply with local GAAP and legal regulations and are filed in accordance with local timescales
    Line manager responsibilities for team of 2. Coaching and mentoring wider AECOM finance team both onshore and offshore.
    Providing timely, accurate and relevant technical accounting support to the ME business including quarterly corporate reporting under US GAAP.
    Supervising and directing our offshore Global Business Services (GBS) team to drive the efficient production of statutory accounts using software to optimize performance. Driving an attitude of continual improvement in the use of accounts production software, and quality where possible
    Supervising general ledger accounting and managing the month end close process for our international holding company structure under US GAAP, including working with our offshore GBS team to ensure close activities are completed accurately and in accordance with internal timetables
    Building strong relationships with internal and external finance colleagues, business partners, advisors and key business leaders to support, optimize, explain and manage the financial structures in place to support the business. Providing technical accounting support to restructuring activities
    Driving in the ongoing drive to reduce the complexity and size of our legal entity structure by simplifying legal entities and liquidating older legacy companies where possible
    Leading the implementation of new ME / US GAAP accounting standards and corporate accounting policies across the ME region in conjunction with Global Accounting team, where possible
    Ensuring our internal control environment is strong and compliant with public company requirements and AECOM policies, including supporting the internal audit process throughout the period
    Supporting and driving strategic initiatives to drive efficiencies from the Finance organization that comply with regulations and, where possible, centralize and use existing shared service centres
    Lead on Tax return filing and tax Assessment i.e. corporate tax, withholding Tax return and VAT return in ME countries.
    Lead the ICV, Classification audit in UAE, Qatar and KSA.

 

Minimum Requirements:

    Minimum 5 years of relevant experience
    Prior experience in an engineering consulting company would be preferred

About The Role

The Leasing Executive plays a vital role in supporting the leasing activities within the retail organization. This position involves managing the administrative functions related to lease proposals, agreements, payments, and overall lease management to ensure smooth operations and compliance with legal and commercial requirements.

What You’ll Be Doing

1. Lease Proposal Management (new locations and lease renewals)

    Prepare new lease proposals by reviewing the Landlord offer for key financial and legal terms. Summarizing the pertinent financial and legal aspects of the offer and providing the Leasing Manager with recommendations for amendment when necessary.
    Prepare renewal proposals for Leasing Manager review, by comparing proposed lease terms to existing terms. Ensure all key legal and financial elements are summarized and advise of any onerous terms (both financial and legal). Provide recommendations to the Leasing Manager for amendment of the renewal when necessary.
     Provide ATG Legal with consolidated comments on leasing proposal for their review. Evaluate legal response and collate for Leasing Manager review prior to any required negotiation.
    Oversee the circulation of the proposal once in agreed format, ensuring timely completion of obtaining signatures from ATG Legal, BU and Authorized Signatories before providing signed documents to the Landlord. Responsible for the follow up and tracking of documents with the Landlord admin team to ensure executed documents are returned.
    Arrange the Arabic translation of proposals when required. Review translation and work with the external translation company to ensure correct wording by comparing to prior documentation.
    Carry out this process for ATI and Ounass, as well as carry out many of the above functions when supporting our JV partners and Logistics team if necessary.

2. Lease Agreement Management (new locations and lease renewals)

    Carry out preliminary legal review/compare ensuring all agreed commercial terms are as per the signed proposals and standard ATG clauses are correctly reflected in the lease prior to ATG Legal review and comments.
    Liaise with BU Finance, ATG Insurance, Operations and ATI Projects teams to confirm details within the Lease are aligned and acceptable.
    Provide review outcome to Leasing Manager for review, along with comments from Legal, Finance, Commercial, Insurance and Projects, so that the Leasing Manager may negotiate the relevant points.
    Complete final check of lease documentation to ensure alignment with agreed terms and share final draft and comments to ATG legal for review and approval.
    Prepare and circulate the Lease Agreement for initialling and signature, including preparing the cover note summarising key pertinent points for senior management visibility (checked by Leasing Manager once produced and signed by Leasing Director)
    Track the circulation of the lease documents with the relevant department secretaries and follow up when necessary to ensure a timely completion.
    Issue signed Lease Agreements documentation and cheques to Landlord. Following up with the Landlord for the executed of the Lease and the issuance of the Municipality documents.
    Ensure the suitable filing, storage and distribution of executed leases and municipality documents.
    Update JDE Entries and upload executed copies of the Lease documents.
    Carry out this process for ATI and Ounass, as well as carry out many of the above functions when supporting our JV partners and Logistics team.

3. Municipality Contract Management (e.g. ADGM, Ejari, Ejar and Tawtheeq)

    Carry out preliminary legal review/compare and coordinate with Leasing Managers and ATG Legal, ensuring all agreed commercial terms and standard ATG clauses are correctly reflected in the Municipality Contracts.
    Manage access to Municipality portals.
    Upload signed documents and approves contract onto Municipality portals once ATG Legal approval is received.

4. Lease Amendments, Addendum & Termination

    Review amendments against commercial requirements and make recommendations to Leasing Manager and Leasing Director ensuring all standard ATG clauses are reflected in the documents.
    Confirm details with Commercial Team, Insurance, BU Finance, Operations and Projects Team.
    Coordinate with ATG Legal for review and comments.
    Manage payments and follow-ups with landlords for the return of the fully executed amendments, addendum and termination documents.
    Carry out this process for ATI and Ounass, as well as carry out many of the above functions when supporting our JV partners and Logistics team.

5. Payments

    Coordinate with Landlord ensuring proper documents are submitted/uploaded on the portal to create the vendor.
    Create vendor master records and enter new lease details into JDE.
    Coordinate with respective Finance Department to ensure all rental payments as per proposal and lease are processed on time and disbursed accordingly.
    Prepare payment breakdowns for Finance, validate and request payments from DCO.
    Manage bank guarantee requests from request to production and work with Landlord finance team to agree format.
    Prepare cover letters, scan cheques and issue rent cheques to LL. Ensuring that proof of receipt is collected/secured (a business-critical activity due to associated risk of potentially losing trading stores).
    Coordinate and follow up on replacement cheques, manage bank guarantee cancellations and security deposit refunds.

6. Diary Management

    Responsibility for tracking and advising of upcoming Lease renewal dates. Informing the Leasing Manager of the pending renewal min 6 months in advance.
    Coordinate internal and external meetings and book meeting rooms.

7. Travel

    Arrange travel and hotel bookings.
    Handle visa applications.
    Process LPO requests

8. Reporting and Support Responsibilities

    Prepare weekly and monthly reports (STR, Renewal STR, rent-to-sales).
    Assume full responsibility maintaining accurate full Leasing database, contact details, financial information, brand and development’s presentation.
    Recommend improvement to Leasing process.
    Prepares formal correspondence to landlord, issuing letters and other relevant communication.
    Disseminate relevant information received to concerned personnel and departments.
    Communicate regularly and proactively with Leasing Director and Leasing Managers.
    Prepare detail summary of lease and proposal commercial terms and other adhoc reports.
    Maintain and manage Leasing’s record storage and collection.
    Manage department stationery requests.

About You

The successful candidate should have the below education, skills and experience:

    Bachelor degree in Business Administration, Real Estate Management, or related field.
    Minimum of 5+ years of lease administration experience in retail leasing industry.
    Proficiency in JDE or similar ERP system
    Fluency in English and Arabic is an advantage
    Strong understanding of leasing processes and legal requirements for new stores and existing stores renewals.
    Excellent coordination and communication skills.
    Attention to detail and ability to manage multiple tasks efficiently.
