Position Summary:
The Quality Manager is a key member of the team in-charged with the design and implementation of the Quality & HSE Management System. The objective is to become more progressively effective in quality terms and in meeting both regulatory and accreditation requirements. Defining Quality & HSE Standards for all systems and complying to the same. Promoting quality achievement and performance improvement of the entire organization. Working with purchasing staff to establish quality requirements from external suppliers.

Responsibilities:

Defining Policies & Strategies for Quality Management & HSE that are reported to the Top Management
Defining competencies for Quality Department team members
Overseeing the performance of all aspects pertaining to Quality & HSE in the & at site
Deciding on Quality staff recruitment based on required competencies
Promoting the competency development of personnel in the scope of Quality & HSE both in the Office and in site
Approving procedures for the company manually & IT ERP
Setting standards for quality as well as health and safety
Designing and implementing all activities pertaining to Quality & HSE
Recommending to Top Management the resources budgets (assets including people) for the Department
Training Quality personnel in process areas including internal auditors (including HSE)
Approving all documents & records pertaining to Quality & HSE as well as the outputs of Quality Team
Implementing all applicable standards in PIPECARE
Deciding on Non-conformities in the CAR
Format & approval the effectiveness of the actions taken against the non-conformities
Identifying new concepts in Quality & implementing the suitable ones
Evaluating performance of the Process, Product & Quality Team members
Monitoring the performance of internal auditors
Qualifying the Internal Auditors of Systems of the company
Conducting all types of Quality audits within PIPECARE
Approving all Quality & HSE Plans

Competency Requirements:

Background in Engineering – Mechanical or Electronics, QM certificates
Fluent English
ISO 9001 certification and work experience in Internal Auditing, documentation, QMS
Minimum 5 years of work experience in managerial position (preferably in Gas&Oil industries) in medium-size organization [between 200 to 500 people]
Experience in QM and QC in companies that have non-standard production/assembly lines and that had to be very flexible in meeting all clients requirements
With some international exposure
Disciplined and well organized character, presentable and good communication skills

Job Responsibilities:

Reports to the Project manager / Sr. HSE Officer regarding day –to day inspections and tours.
Monitors compliance of project personnel and Sub – contractor on the approved Project safety Plan and safety procedures and processes, method statements and associated risk assessments.
Immediately reports any non – conformances, corrective action reports or safety violation slips issued to the Project Engineer verbally and by hand written report copied to the HSE department.
Liaises with Project Manager with tool box talk’s topics and material received from HSE office.
Attends project internal site safety meetings including sub – contractors HSE representative. Prepares and distributes the minutes to all concern and copy to HSE office.
Liaises as necessary with site staff on matter concerning HSE.
Liaises with clients and consultant on site issues regarding HSE matters and notify to HSE office in writing.
Attends Project HSE Coordination meetings.
Actions track the HSE actions raised through minutes of meetings and report to the Sr. Project Manager and Sr. HSE Officer HSE actions that exceed the agreed action time.
Expedites the closing out of any Non Conformances or Corrective actions through the construction group as a result of inspection or audit carried out.
Conducts daily safety inspections to monitor works against documented safe system of work / Permit to work.
Prepares daily safety inspection report and send a copy to Project manager/ Sr. HSE Officer.
Any Imminent Danger will be immediately brought to the individual concern and it should be reported to the Project manager / Sr. HSE Officer/ HSE manager in case of the work requiring to be ceased.
HSE Officer will ensure that all accidents, near miss incidents, dangerous occurrences are immediately reported to the project manager and HSE office by phone and later by hand written preliminary report from concerned supervisor.
HSE Officer will investigate all accidents, near miss incidents in his area and will submit a detailed report to HSE office within 48 hrs.
Attends Safety meetings (Site and Combined) – raise safety issue.
Attends the weekly safety tool box talk meetings. Create safety awareness amongst all employees on incidents; accidents occurred during the week and on specific situational hazards.
HSE Officer will review and generate a report from the sub contractors’ weekly safety report, scaffolding inspection reports and test certificates on lifting and complicated machineries.
HSE Officer will be the coordinator to Project manager and his team in handling “EMERGENCY” situations.
Liaises with the Sr. Project Managers and provides on job training materials.
Shall be accountable for determining, Implementing and continuous monitoring of QHSE and asset management system aspects in his activities and areas of work.
Proactively approaches for implementing QHSE and asset management procedure & guidelines.
Reports All QHSE & asset management incidents immediately and takes necessary precautions to avoid reoccurrence.
Reports to the higher management on the performance of the management systems and include recommendations for improvement.

Job Qualifications:

Bachelor's Degree in related field.
Level 3 or equivalent in Occupation Health & Safety /NEBOSH-IGC
3 - 5 years of experience in construction projects.
Analytical skills and quality-oriented mindset.

About the Role

As a Construction Manager, you’ll help us get our newly acquired commercial properties ready for prime time as we scale our dark store network across the Middle East. We’re looking for someone who knows store fit-out inside and out and can project manage the scale up of our new network of dark stores to ensure locations are opened on time. What you'll do

Oversee and direct construction projects from conception to completion
Review the project in-depth to schedule deliverables and estimate costs
Oversee all onsite and offsite constructions to monitor compliance with building and safety regulations
Coordinate construction workers and subcontractors
Meet contractual conditions of performance
Review work progress on a daily basis
Prepare internal and external reports pertaining to job status
Plan ahead to prevent problems and resolve any emerging ones
Negotiate terms of agreements, draft contracts and obtain permits and licenses
Analyze, manage and mitigate risks
Ensure quality construction standards and the use of proper construction techniques

What you’ll need

Successful candidates will have a passionate commitment to improving the lives of people, an insane focus on excellence and customer centricity, and a strong alignment with our core values and purpose.

At least 5 years of experience with relevant exposure to construction management. Time spent in tech, consulting, strategy, or a start-up is a plus.
Advanced knowledge of construction management processes, means, and methods
Expert knowledge of building products, construction processes and details, and relevant rules, regulations, and quality standards
Experience in multisite rollouts, managing external consultants, and experience in retail is a plus
Ability to plan and see the “big picture” with excellent time and project management skills
Strong stakeholder management and communication skills are a must, including the ability to build strong relationships internally and externally
Balance attention to detail with swift execution - we need to do things quickly, and we need to do them well
Self-starter - the ability to self-serve, investigate and get the information you require will make you much more effective in this role
