JOB DETAILS:

Job Title:Senior Quantity Surveyor

Reports to:Senior Commercial Manager / General Manager – Commercial

Department:Commercial Management Services

JOB PURPOSE:

Provision of cost management, estimating, measurement and variation evaluation, selection and appointment of Consultants & Contractors, processing payments and administration of Agreements and Contracts within approved financial limits.

 

KEY ACCOUNTABILITIES:

Description

Technical

  • Analyse design, Prepare cost estimates and different stages of design, eg: Pre Concept, Concept, etc.
  • Prepare Bill of Quantities.
  • Supporting, as directed, line manager in provision of Quantity Surveying / Commercial Management Services for a portfolio of works or single large project.  Advising AFGRE team and clients on procurement of projects and consultancy services to meet time, quality and cost requirements of the development.
  • Providing commercial advice to AFGRE team and clients to ensure in all respects that risk is minimized, best value is achieved and to maximize the return in investment on projects developed.
  • Assisting in the preparation of project development feasibility studies and presentations prepared by the AFGRE team including collation and interpretation of cost data and benchmarking.
  •  Report on project costs, budgets and risks/opportunities.
  • Providing pre and post contract Quantity Surveying Services for the portfolio or projects including, without limitation, cost estimating, monthly accounts, review of cost and budget forecasts, value engineering, quantum analysis of claims and variation submissions, and final account settlement. Monitoring and ensuring project insurance policies are maintained in relation to project construction works (Professional Indemnity, Contractors All Risk, Third Party, Other contract insurance requirements).
  • Perform prequalification of Contractors and Consultants.  
  • Prepare Requests for proposal and negotiating agreements for contractors and consultants.  
  • Preparing tender evaluation reports and advising on selection of tenderers.  
  • Post Contract administration services for Consultancy and Contractor agreements.
  •  Prepare payment certificates for Consultants, Contractor, Suppliers.

People

  • Attend project meetings and monitor progress of assigned projects to capture QS and commercial issues.
  •  Ensure awareness of the Project Management Team of all pertinent QS and commercial issues by constant communication and coordination with the Project Team

Process

  •  Use standard form contracts, in review with Group legal, in production of consultant and contractor agreements, agreements of purchase, etc.
  •  Comply with and using AFGRE forms and processes to ensure internal approvals are obtained in accordance with group policies and the Delegation of Authority.

 

Customer

  • Provide the complete service interface between customers and Commercial & Procurement department and the contractors / suppliers by ensuring service requirements are met in accordance with budget and programme

QUALIFICATIONS, EXPERIENCE, & SKILLS:

Minimum Qualifications and Knowledge:

  • Candidates will hold a bachelor degree in Construction Economics or Quantity Surveying (or equivalent) and have experience working on major projects preferably working on behalf of the client, contractor or a Professional Quantity Surveying practice.
  • Knowledge of construction process, procedures, preparing cost estimates, analysing design, managing construction cost and administering contracts gained through formal training or work experience.
  • Professional qualification (MRICS, MCIOB) a preference but not a necessity.

 

Minimum Experience: 

  • 7 to 10 years  Experience in Infrastructure, Retail, Residential, Commercial, High Rise, Hospitality construction experience is essential.

Job-Specific Skills:  

  • Majority of the experience must be in Quantity Surveying / Commercial Management.
  •  Must have knowledge of FIDIC or other forms of Construction contracts.
  • Involvement in all commercial aspects for large scale projects from inception to completion.
  •  Excellent communication skills - fluency in English is a must.
  • UAE experience is a must.
  • Proficient in MS Office suites including MSWord, Excel, PowerPoint, Autocad software.
  •  Knowledge of proprietary measurement software an advantage but not a necessity.
  •  Knowledge and use of BIM (eg: Revit) an advantage

About the role:

Reporting to General Manager MEA you will be responsible for enhancing overall business performance through coordinating activities related to regulatory projects, this includes MA transfers and related regulatory strategies, communicating with external and internal stakeholders to ensure alignment and cross functional collaboration. You will also be providing solutions to regulatory hurdles including accelerating regulatory activities and solving challenges that impact continuity of product availability.

You will be responsible for managing pricing strategy, providing technical data required for business development projects and managing the MA database.

Main responsibilities & duties:

  • Acquired Business integration: oversee regulatory activities related to new product integration (mainly MA transfer projects), contribute in defining optimum regulatory strategy per project/market, ensure internal and external alignment on the plan, work closely with partners & authorities across the region providing the required technical data to facilitate MA transfer, synchronize regulatory and supply chain activities to ensure continuity of product availability throughout the acquisitions & integration process.
  • Regulatory activities and life cycle management: oversee regulatory activities related to life cycle management, provide the required advice to global team, ensure timely submission of required variations, support commercial & supply team to solve supply issues related to regulatory complexities, this includes communication with authorities to get special import permits when required providing all documentation and background of the case.
  • Pricing: Manage all pricing cases upon MA transfer, establish a strategy based on full understanding of referencing roles applied in the countries to maintain the highest and optimal prices.
  • MA tracking to track all existing MAs along with its technical details, ensure timely update of trackers to capture newly transferred MAs, provide timely description to higher management on the status of ongoing MA transfer projects.

About you:

The following are essential criteria for the role.

  • Bachelor's degree in pharmaceutical science
  • 3+ years' experience in a regional regulatory role gained within the pharmaceutical sector
  • An excellent understanding of the regulatory environment across MEA
  • Strong networking, planning and organisational skills with a demonstrated capability to manage complex projects with short timelines.
  • Excellent Computing skills: Microsoft Excel and Power point
  • Fluence in English & Arabic are mandatory
  • French would be considered an advantage

1.1    REPORT TO            :    Operation Theater Manager 
                        

1.2    RESPONSIBLE FOR    :    To prepare and maintain Operating Theaters, Equipments and assist Surgical and Anesthetic Team during all surgical procedure.

                        Anesthesiologist 
                        OT Nurses
                        Paramedics
                        And other hospital supporting staff
            

2.0         JOB SUMMARY 

Surgical technologists, also called scrubs and surgical or operating room technologist assist           in surgical operations under the supervision of surgeons, or other surgical personnel. Surgical technologists are members of operating room teams, which most commonly include surgeons, anesthesiologists, and circulating nurses.

3.0        DUTIES AND RESPONSIBILITIES

3.1    To assist in preparing the room for surgery.

3.2    They are responsible for having all anesthesia and surgical equipments, needed fluids ready for the operation. 

3.3    They assist doctors by handling needed instruments during surgery.

3.4    They are responsible to handle the special instruments such as:

    Laparoscopic towers.
    Assisting to the surgeons in all Surgical Procedure.
    Urology and Ophthalmic laser system.
    Ophthalmic machines.
    Neurology, ENT and Ophthalmic Microscopes.
    Neurology and Orthopedic drill device.
    Setting and operating fracture table for orthopedic surgeries.
    Connecting and setting electro surgical unites.
    To operate electronic and pneumatic tourniquets devise. 
    To perform Urinary catheterization under supervision of the surgeon.
    Provide technical assistance to the surgeons and the anesthetist.
    Discuss with the surgeons and anesthetist for positioning of the patient for procedure and needed Equipments.
    Apply Sequence Compression Device (SCD), under supervision of the surgeon.
    Operate THD, Dental and Fibrinotherm machines.
    To assist surgeons and Anesthetist in pre – operative and post – operatively.  

3.5    Learn and keep informed about the current name of equipment, supplies and pharmacological agents and familiar with location of same. 

3.6    Share “on call rotation to provide assistance for emergency surgeries during other than the normal hours, i.e. nights, weekends and holidays. 

3.7    Maintains awareness of safety hazards and takes necessary action to prevent accident. 

3.8    Attends OT staff meeting on regular basis.

3.9    Maintains confidentiality of patient records and activities in the OT. 

3.10    To follow appropriate international guidelines, DHA regulations & Joint Commission International norms while treating or managing patients as well as while discharging their professional duties.   
 

 

Qualifications

 

4.0    QUALIFICATION, LICENSURE, EDUCATION, EXPERIENCE, SPECIAL  SKILLS

4.1    PUC, Diploma in operating theater technology or its equivalent is required. Programs duration 3 years.  Training in medical terminology, Major subjects such as: 
•    Basic concept in surgeries.
•    Operating procedures.
•    Fundamental of OR Technology.
•    Complete Anesthesia.
•    Pharmacology.
•    Anatomy and Physiology.
•    Microbiology and Bio Chemistry.
•    Sterilization Techniques. 
    
4.2    Current license in country of origin with DOH license to practice in Dubai, U.A.E.

4.3    Minimum 3 years surgical assistance experience in the main operating room and pre Operative area.

4.4    This position will consider an 8 hour to 12 hour shift.

4.5    Excellent command of oral and written English. Arabic language advantageous/ desirable but not essential.

4.6    Ability to adjust to group practice in an industrial environment.

Mission:

 

The job incumbent is responsible for conducting survey and/or audit on board of designated ships, to determine their conformity with specified requirements (BV rules, International Maritime Organizations, National Regulations, Standards IACS Requirements, etc.) and report the activities according to procedures (DNS) in a timely manner.

 

Functional Competencies:

 

  • Undertake classification and statutory surveys of ships and offshore units in service according to rules and regulations (DNS).
  • Perform surveys of ships and offshore units outside classification according to DNS procedures.
  • Perform classification/statuory of new construction according to DT procedures.
  • Carry out ISM/ISPS/MLC audits, as assigned by supervisor.
  • Perform external trainings.
  • Work closely with internal and external stakeholders and ensure all survey / inspection reports (including survey certificates) are factual, objective and submitted within the stipulated format and timeframe.
  • Keep up to date with new rules, regulations and technical information or process disseminated through internal communication.
  • Participate in meetings (both internal and external) as required.
  • Attend all scheduled trainings (locally and overseas) and ultimately achieving specified delegations as agreed in Performance Management Process.
  • Ensure timely and accurate submission of time & expense sheets.

 

Specific Responsibilities and KPIs:

 

  • Maintain reporting and quality KPIs within specified turnaround time (set locally or by Head Office).
  • Maintain and keep up level of technical competencies and qualifications.
  • Ensure quality reporting output and customer satisfaction.

 

Requirements:

 

  • Degree qualified in Marine Engineering, Naval Architecture, Engineering and/or experience in marine related industry.
  • 4 years relevant working experience as Ship project manager (repair or new construction), Technical Superindendent / Marine surveyor or equilvalent, or seafaring experience as foreign foregoing engineer.
  • Able to travel at short notice and accept short to mid-term overseas assignments as required.
  • Proficiency in English.
