Main Responsibilities:

    Responsible  for the quality and workmanship of every activity, through knowledge of all phases of engineering construction related to all discipline interfacing the multidisciplinary operations
    Ensure compliance to approved procedures and drawings.
    Co-ordination with the client personnel and liaise the technical engineer for submission of material submittals to client/main contractor
    Ensure that MS, Quality Policy, Quality Plan, ITP, Quality objectives and procedures are clearly understood and implemented by all concerned.
    Identify non-conformances and take corrective actions to avoid recurrence of the same problem
    Responsible for arranging labor, equipment, transport and other   resources at site and Prepare BBS as per construction drawings for client approvals.
    Making the daily report and reporting to construction manager.

Qualifications:

    B.S. or equivalent degree in Engineering from an accredited university with minimum be 15 years relevant experience in the oil/gas industry.
    Must be fully knowledgeable about construction techniques to be employed, materials used and testing requirements to be applied for oil and gas projects.
    He shall have handled large oil and gas projects at site particularly in Middle East either in Consultant or Contractor organisation.
    He shall have the ability to spot non-conformances to project requirements and persuade contractor to remedy them.
    He must have done work related to evaluation of variations, design changes, concession requests; review & approval of procedures, method statements of construction contractor at site
    Must have familiarity with latest construction methods especially related to onshore and offshore pipeline, pipeline shore pulling, modern project management techniques, and environmental engineering aspects.
    Participation during constructability reviews and contribution there in shall be supported with adequate proof on large sized projects recently executed preferably in the Middle East

Job Description

The purpose of this position is to oversee and direct the performance of all field construction activities for assigned projects typically with a value in excess of $500 Million in conformance with plans, specifications, schedules, and cost estimates. Duties:

The Lead QA/QC Engineer (site) shall:

    Shall monitor the effective implementation of the Project Quality Plan (PQP) and give necessary input (as required) to revise PQP taking feedback on the performance of QMS at site.
    Develop, prepare, implement and monitor all Contract Specific Quality Procedures and Work Instructions in association with coastal QA lead.
    Review and monitor Sub-suppliers Quality Management Systems (QMS) and quality performance at site.
    Prepare, review and monitor the implementation of the Inspection and Test Plans (ITP’s) in coordination with coastal QA lead.
    Report Quality activities as directed.
    Liaise with Company on matters related to Quality as applicable.
    Be responsible for auditing activities – internal, external, and follow up of Corrective Actions.
    Be responsible for overall control, supervision and implementation of Contract quality and technical requirements; resolution of quality problems; preparation and maintenance of Contract quality records.

Qualifications:

    Shall be a Graduate Engineer in Mechanical discipline. Alternative qualification may be accepted at the discretion of PDO.
    Shall be a Registered / certified Lead Assessor with IRCA, RABQSA or equivalent. (Where equivalent is proposed, evidence of equivalence shall be provided).
    Shall have Welding Inspection Qualification (CSWIP 3.1 or AWS- CWI) or equivalent
    Shall have ASNT –TC-1A level II in all relevant NDE techniques.
    Shall have minimum of 12 years of relevant experience in oil and gas projects. Shall have a minimum of 2 years management experience in establishment, operation and maintenance of a quality management system (QMS) in accordance with applicable international standard with the capability of developing and implementing quality system, quality plans, work procedures and inspection plans.
    Shall have experience in quality management in projects covering design / engineering, procurement, construction, pre-commissioning and commissioning phases.
    Shall have supervisory skills capable of managing all multidiscipline QC inspectors assigned for site inspection activities.
    Shall have technical knowledge of inspection and exposed to multi discipline works of oil and gas construction field.
    Shall be familiar with relevant codes used in oil and gas industries.
    Preferably be familiar with practices such as Flawless Project Delivery (FPD) and Technical Integrity Verification (TIV).

Job Summary:
This role holder is responsible for overall planning and scheduling of all the Preventive and Predictive Maintenance activities of the plant and ensure that the work is performed in a safe, efficient, cost effective manner and to the Company's technical, and HSE standards. The role holder should also ensure that planning and scheduling of all Maintenance work shall be done utilizing the Company's computerized maintenance management system and planning tools and shall adhere to the Company's business process and procedures.  The role holder shall also coordinate activities that are related to the planning function and in common for all sections in the department.

Key Accountabilities:
• Plan, lead and organise the activities of the section to ensure that Maintenance plans and objectives are met through the optimisation and efficient utilisation of available manpower and working hours and that staff are motivated to realise potential and make significant contributions. Manage and prepare annual financial plan and planning model.
• Participate in annual plant maintenance budgeting process, providing guideline to other Sections in Maintenance and consolidate operational and fixed maintenance budget for the department in addition to own section. Continually monitor progress and priorities and make necessary adjustments to ensure effective cost control.
• Ensure maintenance department’s KPIs are developed in coordination with the respective sections in addition to Maintenance Planning section’s KPIs and continuously monitor and report any deviation of KPIs
• Analyse Maintenance Department work activities and processes. Develop, implement and make the necessary adjustments to the existing programs, procedures and schedules to improve strategies for effective work flow and control.
• Ensure that the associated software/programs related to the maintenance planning function are maintained, streamlined and further enhance the effectiveness and efficiency of the data that is available in the respective applications enabling the maintenance department to utilise the available functionalities to derive and make appropriate decisions.
• Monitor maintenance programs are executed in a coordinated and cost effective manner through creation of the integrated maintenance plan. Assist with the development and implementation of preventive maintenance programs for all production equipment and other facilities necessary in the operation of production plants.
• Supervise MRP process in coordination with other line functions to optimise spare parts and ensure that the spare part is at optimum level from a technical and economical point of view.
• Coordinating with respective line functions within the maintenance department in establishing the R&A plans for each section and to update, monitor and present the information to the management as and when required.
• Assist the Maintenance Managers in preparation of annual Maintenance Budget and periodic analysis of cost vs. budget trends with recommendations for continual improvement.
• Be a focal member of the improvement projects that are initiated within the maintenance department and be a strong link with other line functions to ensure effectiveness and efficiency in the outcome.
• Arrange and assist for supplying qualified and competent contractor personnel available to the maintenance department to be supplied through frame agreement
• To ensure that technical document and drawings are continually updated and available in the company’s technical document management system.
• Ensure delivery of technical documentation from new projects, revamps in accordance with the company’s standards/ procedures.
• Coordinate with projects and relevant maintenance and/or production sections to ensure that the technical documentation delivered are comprehensive and adequate.
• Maintain the integrity of maintenance systems in the company and ensure that maintenance systems are updated in line with Maintenance procedures and to meet continuous technological development and company’s operational needs.
