Job Description:

The purpose of this position is to perform the essential project management job duties and functions as listed below with the overall objective of establishing an execution framework on the project that complies with the contract and ensures the safety, quality, value, timeliness, and Fluor profitability of the completed project. This position performs all project management responsibilities on medium to large sized and moderate to high risk engineering, procurement, fabrication, and construction/construction management (EPFC/CM) projects. This position may also be assigned responsibility for a substantial area of a mega project. When acting in the role of a Proposal Manager, this position is responsible for managing completion of technical and commercial proposals, providing project planning, means and methods of project execution and strategy, schedule preparation, cost estimating, and Project Execution and Commercial Execution Strategy.

• Ensure Health, Safety and Environmental (HSE) is emphasized throughout all phases of the project

• Ensure execution of all aspects of the project in accordance with contractual obligations, Fluor’s Operating System Requirements (OSR) and the relevant Operating System Implementation Plan (OSIP)

• Ensure full compliance with Fluor prime contract with regard to client reporting, notifications, project system start-up and close-out requirements

• Establish the project baseline (as defined in the OSR), and ensure that it is fully documented, updated throughout all project phases, and appropriately communicated to Fluor project team

• Deliver the project in accordance with the project execution and commercial baselines

• Other duties as assigned

Basic Job Requirements

• Degree in Bachelor of Science in Engineering

• 20 years total minimum experience

•10 years total minimum experience in Oil & Gas/Refinery/Petrochemical Industry

• 05 years minimum experience in related designation

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders

• Job related technical knowledge necessary to complete the job

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

• Ability to attend to detail and work in a time-conscious and time-effective manner

• Is permanently assigned to the Projects. Is the Contractor's authorized representative for the Projects.

• provides corporate identity and is the point of interface with the Company's Representative for the Projects.

• Is having proven track record of managing multi-projects in general and Design, Engineering and Construction Management functions in particular, in the oil and gas industry

• Preferably have minimum five (05) years with Contractor

• Must have minimum five (05) years experience e in the Middle East and PMC type Contract.

•Participate in Fluor University

• Utilize Knowledge Management processes to capture, support, and leverage relevant knowledge to enhance project execution

• Participate in sales and marketing efforts


Preferred Qualifications

• Jobsite experience and understanding of construction safety program

• Minimum of twelve (12) years of relevant experience in engineering, procurement, fabrication, and construction/construction management (EPFC/CM) project management

• Project or area management experience in international locations and diverse cultural environments is recommended

• Demonstration of successful performance as project manager on a minimum of two (2) medium to large sized projects or multiple project assignments in a significant role on large to very large sized EPFC/CM projects

• Completion of all required in-house project management courses in addition to courses obtained from university or other qualified sources

• Good knowledge and experience on project design, engineering, procurement, material management, construction, commissioning, start up, turn over work processes, sequencing, and interfaces

• Project Controls and Finance including understanding of:

- Scheduling (including manpower loading)

- Progress measurement

- Risk assessment and management

- Code of accounts

- Work breakdown structure

- Change management

- Cost control

- Estimating process and planning

- Global Pricing Model (GPM), Project Status Review (PSR) and Project Margin Analysis, Report (PMAR) development and reporting

• General understanding of contract law and when to engage legal

• Regulatory requirements including permitting

• Understanding of project funding

• Experience of multiple commercial executions structures including Lump Sum/Reimbursable/Guaranteed Maximum price (Gmax)

Key Responsibilities:

Instructors shall support the KOC Operations Technical Professional Development Team to deliver training and assessment currently delivered by KOC to Technicians and Graduates, using currently available training hand-outs and materials, in classroom, OJT and Oil Field locations.

Conduct a full review of all associated training materials, make recommendations and implement updating of all training programs.

Provide ‘Train the Trainer’ support to KOC existing Instructors through classroom sessions, On the Job training, Job Shadowing, discussions, etc.

Take an active part reviewing training alignment with future business needs and technical challenges. This includes aligning learning modules and format with any new training facilities within the Company and implementing international accreditation of all programs delivered.

Essential Skills:

Minimum 15 years’ experience in related field and specialty with experience into International Major Oil & Gas Companies in Operational - Upstream Environment.

Minimum of 4 years previous experience of technical training delivery and assessment in classroom, and OJT workplace training.

Previous experience of developing, reviewing and upgrading training materials and curriculum.

Current knowledge of international best practice in the related field.

Current driving license.

Position Overview
