Maintenance Director, V2X, Kuwait City, Kuwait

We need a Maintenance Director,

Overview:

**This position is physically located in Kuwait in support of LOGCAP**

Directly responsible for implementing, controlling, and monitoring the Vectrus Maintenance Program and all activities delegated by the Task Order Manager and/or Deputy Task Order Manager; responsible for the overall day to day Maintenance Management operations of two Field Maintenance Support (FMS) operations – (FMS – A & B); directly supervises Maintenance Managers; TMP and MHE repair; monitors Man-hour Utilization and maintains proper discipline within the workforce IAW contract policies and procedures, and when required, provide counseling and written documentation for use in subsequent appraisals. Ensure close, confident and professional working relationships exist between department managers and Contracting Officer Representatives (COR), as well as between managers and supervisors. Manages overtime forecasting to meet necessary customer demands. Oversees and approves scheduling for all work centers.

Responsibilities:

This position description is subject to change at any time as needed to meet the requirements of the program or company.

• Directs a professional team encompassing a wide range of functions within the discipline:
  • Interviews, selects and places candidates into open positions within area of responsibility.
  • Evaluates staff, comparing objectives and achievements in the assessment.
  • Coaches employees in their professional career development and process improvements.
  • Administer disciplinary actions whenever required.
  • Recommends termination or contract non-renewal when appropriate.
• Organizes, plans, manages, and oversees the daily operations/activities of the Maintenance Department.
• Provides management direction for the Maintenance Department.
• Develops plans to support mid- and long-range requirements and goals that include support for the Department.
• Coordinate, update, receive guidance, and gain approval for future actions with the ASG-KU Director of Logistics (DOL), and Program Director.
• Ensures that Maintenance Managers effectively and efficiently manage the daily operations of the respective FMS’s in compliance with the Performance Work Statement and within the scope of the current contract.
• Develops, approves and tracks purchasing actions to appropriately resource events/activities.
• Oversees planning for support of customers (US and coalition forces deployed units) within the ASG-KU area of operations
• Develops budget and future proposal requirements, based on equipment and personnel staffing, additional support requirements from the government, as well as support being provided above the prescribed Statement of Work.
• Maintains appropriate shared transportation rosters, which ensure equitable use of Vectrus leased vehicles for off-duty quality of life requirements.
• Prepare and submit Contract Deliverables IAW submission timelines/frequency.
• Actively recruit for vacant positions in coordination with Human Resources Department's staffing specialists, to provide resumes for review and subsequent contact of prospective candidates.
• Possesses thorough knowledge of Global Combat Support System-Army (GCSS-Army) to conduct logistics transactions.
• Performs other related tasks as required.

Qualifications:

• Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.
  • Must be CAC eligible and/or able to obtain a Common Access Card (CAC)
  • Must be a U.S. Citizen
  • A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License, is required.
• Experience:
  • Requires previous military experience, preferably in US Military at field grade level, Senior Non-Commissioned Officer or at least GS-13 level DOD experience.
  • Minimum of ten (10) years of experience in managing military maintenance activities at MILCOM/Battalion Support Brigade/Support Squadron levels previous experience as Military Director/Senior Manager/Division Chief
  • Strong senior-level management capabilities with experience in budget development, military support planning, maintenance management, executive-level correspondence, and proposal development
• SUPERVISORY/BUDGET RESPONSIBILITIES:
  • Directly responsible for the Logistics Directorate and has overall responsibility for policies and procedures used in the performance of work
• Skills:
  • Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods, and coordination/management of resources.
  • Knowledge of principles and processes for providing quality Customer service and support. This includes Customer need assessments, meeting quality standards for services, and evaluation of Customer satisfaction.
  • Knowledgeable of how to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Must be able to read, write, and speak the English language with proficiency.
  • Must possess a high degree of Military logistical support experience and expertise to effectively manage complex logistical operations within the Installation Logistics (IL) Directorate.
  • Requires a collaborative work style, fostering effective cohesion, cooperation, and Teamwork.
  • Must have high level of proficiency in the use of MS Office products and/or other related applications.
  • Secret Clearance required for exposure to sensitive information related to USG government activities and contract requirements.
• Working Conditions:
  • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
  • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months). Includes some industrial production environment conditions as well.
• Physical Requirements:
  • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
  • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
  • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
  • Must comply with all Fire and Safety Regulations and post policies

What you will enjoy doing

    Develop & lead Middle East procurement team as high performance organization, and work out optimized organizational model (e.g. with split of strategic and operational activities)
    Define sourcing approach for each material group with a focus on cost, payment terms, safety, quality, and risk.
    Identify cost savings potentials with strong focus on hard savings and realize such opportunities together with stakeholders from organization
    Personally manage relationship with major suppliers, and identify new suppliers to further improve our supplier base
    Personally lead critical negotiations and ensure terms and conditions optimally representing Linde interest
    Realize synergies after integration of potential M&A targets
    Harmonize processes, implement efficiency improvements, and ensure process compliance within Middle East organization

What makes you great

    Bachelor degree in business administration, engineering, or similar. Additional qualification is a plus.
    Min. 10 years of professional experience, thereof min. 3 years in procurement or related discipline and min. 3 years leadership experience
    Fluent in English; additional languages relevant for Linde are a plus
    Demonstrated experience in strategy definition and execution as well as process optimization
    Demonstrated experience in complex negotiations
    Proficient in usage of MS Office, ERP systems, and data analytics tools (e.g. Celonis)
    Strong analytical skills, strong drive to achieve results, can-do attitude, pragmatic
    Willing to travel within GCC countries for 25-50% of time

We need an  Head - Airside Soft Services

JOB PURPOSE

• 
  To organize, plan, coordinate, schedule, execute and lead soft services operations at airside, landside, ancillary buildings and external associated facilities; ensure safe and effective operation to deliver cleanliness of buildings, aircraft parking stands, grounds, all BIA carparks and service roads, regulatory compliance and contractor service delivery as per contract scope, specifications, SLA and KPI standards.

KEY ACCOUNTABILITIES

• 
  To plan and Schedule Preventative Maintenance (PPM) Soft Services activities in Airside, landside, and Ancillary Buildings within BIA.

• Plans all preventatives/periodic deep cleaning, pest control, FOD control, apron cleaning, bay washing, potable water delivery, waste disposal service, and provision of heavy equipment operation to support other FM departments with objective to maintain the serviced facility to the highest possible standard of cleanliness, hygiene and FOD safety.

• Ensure that all activities shall be planned/scheduled in consideration of FM consolidated maintenance and minimum interruption to amenities availability

• To lead the Soft Services operations in the Airside/Landside and Ancillary Buildings, Ensure timely and efficient execution of PPM, CM, and routine activities of the section operation plan.

• Leads soft services team of in-house and contractor personnel assigned to the section, manages operational activities (routine, periodic and corrective maintenance).

• Ensures individual and team working within the section execute their functional responsibility professionally and meet with job objectives and accountabilities.

• All PPM and CM activities are executed on time and as per plan.

• Provide support and oversight to comply with health, safety and environmental regulation and promote safety culture.

• To ensure compliance with company and statutory regulations relating to safe systems of work, health & safety of personnel and workplace, hygiene & cleanliness, fire safety, FOD control, aerodrome safety (specifically to apron), industrial waste disposal regulations, and COSHH regulations. Ensure control measures are in place and implemented across all relevant areas of operations, educate and motivate promotion of safety culture throughout the operation.

• To ensure maintenance of stocks and contractor minimum inventory.

• Ensure contractor critical materials are sufficiently stocked at site to overcome supply side interruptions such as stocking chemicals, janitorial and critical machinery spare parts at the level required to overcome risk of shortage affecting works.

• Reporting to management on Issues of Escalation and operations updates.

• To provide daily and relevant feedback and operational report to Senior Manager Soft Services Ensuring the department leadership team are aware of progression against planned activities, critical operational and business issues immediately.

• Reports and Documentation to ensure department operational documents namely- forms, slips, delivery notes, receipts, shift reports, work completion documents etc. are duly filled, reviewed, consolidated, and submitted to the coordinator for hard and soft copy filing as per department's documentation process. Ensuring that all operational activities are carried out as per SOPs, policy, manual, and professional standards.

• Carry out proactive inspections of facilities served. To Conducts inspections of the assigned buildings and locations for soft services works and activities to check the level of services provided by the service contractors in line with the deployment schedule, frequency, and specifications and as to their outcome standards.

• To receiving of materials and Consumable for All Soft Services Section, to receive from suppliers' consumables, cleaning materials, chemicals etc. ordered by the department, verify against the order scope and specification and direct team to distribute/store as per designated locations.

• Assess, review, and adjust Operational performance to meet targets. Ensure self-assessment of sectional performance, analyze the quality standard gaps, improvement potential, review feedback, take management direction, suitability of input methods and resources and make necessary arrangement to maximize productivity resulting in overall operational excellence.

• To respond timely and proactively to rectify and resolve operational issues. Ensure day to day operational issues, complaints, service requests, incidents and work orders and effectively handled and resolved before they reach an escalation or become a department or managerial issues.

• To respond and allocate resources (manpower and equipment), schedule tasks and coordinate with heavy equipment section (HEOs) & ECC for executing and resolving incidents (FOD sweeping, oil spills, water delivery, Hiab/Basket truck equipment support, moving/shifting) etc.

QUALIFICATIONS

Education / Qualifications

• Bachelor's degree in engineering, Hospitality, Business Administration or equivalent.

• Awareness of ISO 9001; 14001 and 45001 (QMS/EMS and SMS) requirements

• Working knowledge with Maximo, CAFM systems

• Knowledgeable in aviation security and airside safety protocols.

• Awareness of FOD safety and aerodrome safety measures

EXPERIENCE

Experience

• 10 years full time work experience of which, minimum 3 years in Facility management (industrial focus) general services or industrial cleaning operations or a large soft services contract management; and 2 years of experience leading a custodian/janitorial services team with minimum of 200 staff under supervised functional control; or flat minimum 5 years' experience in leading the soft services or janitorial team for a reputed international airport.
