Head of Procurement Middle East (m/f/d)

What you will enjoy doing

    Develop & lead Middle East procurement team as high performance organization, and work out optimized organizational model (e.g. with split of strategic and operational activities)
    Define sourcing approach for each material group with a focus on cost, payment terms, safety, quality, and risk.
    Identify cost savings potentials with strong focus on hard savings and realize such opportunities together with stakeholders from organization
    Personally manage relationship with major suppliers, and identify new suppliers to further improve our supplier base
    Personally lead critical negotiations and ensure terms and conditions optimally representing Linde interest
    Realize synergies after integration of potential M&A targets
    Harmonize processes, implement efficiency improvements, and ensure process compliance within Middle East organization

What makes you great

    Bachelor degree in business administration, engineering, or similar. Additional qualification is a plus.
    Min. 10 years of professional experience, thereof min. 3 years in procurement or related discipline and min. 3 years leadership experience
    Fluent in English; additional languages relevant for Linde are a plus
    Demonstrated experience in strategy definition and execution as well as process optimization
    Demonstrated experience in complex negotiations
    Proficient in usage of MS Office, ERP systems, and data analytics tools (e.g. Celonis)
    Strong analytical skills, strong drive to achieve results, can-do attitude, pragmatic
    Willing to travel within GCC countries for 25-50% of time

We are looking for a Procurement & Logistics Specialist with expertise in P2P procurement, vendor management, and logistics operations in Jubail/Dammam.  Experience with oil & gas materials, Oracle, and customs portals (SABER/Fasah) is required.

The Company is one of the market leaders in the supply of top-quality products and
services for grouting applications and concrete mattresses in the offshore construction
industry. With almost 51 years of continuous service throughout the world, working for
all the major Operators and Construction/ Installation Contractors, the Company has
established track record of achievement in the delivery of offshore grouting projects and
products.
KEY RESPONSIBILITIES
Procurement Responsibilities:
 A strong negotiator with deep knowledge of the Eastern Province of Saudi Arabia, particularly in the
oil and gas sector, with a preference for experience in Aramco and offshore projects.
 Handling P2P Cycle of Procurement.
 Should have experience relevant to handling materials such as concrete, steel plates (Special Grades
within the oil and gas industry), regular consumable items and fabrication activities. Should have
vendor data base in Jubail and Dammam.
 Review and verify completeness of requisitions and supporting documents.
 Solicit and evaluate vendor quotations or proposals.
 Prepare a detailed techno-commercial comparison.
 Initiate supplier pre-assessment.
 Negotiate terms and secure approvals from relevant authorities to ensure all procurement activities
are within the allocated budget.
 Draft and issue purchase orders (PO) or agreements in Oracle.
 Expedite delivery of materials upon issuing the purchase order or swift commencement of services
following contract approval.
 Monthly PO Closure in Oracle.
 Vendor Data Base Expansion and Vendor Management.
 Sub-Contractor Management and New Sub-Contractor Development.
 Payment follow up with accounts department
Logistics Responsibilities:
 Handling Import/Export Activities in Region with ability to handle logistics activities to/from
Jubail/Dammam Port with preferred experience in Royal Commission Area.
 Handle Saber / Fasah Portals for all customs activities.
 Negotiate prices with logistic companies/shipping companies and freight forwarders to ensure
availing the best market rates.
 Booking in deliveries and liaising with customers.
 Booking sub-contractors and ensuring they deliver within agreed terms.
 Handling shipment clearances and establishing KSA base for customs / SABER etc in the region.
 Tracking and monitoring shipments to ensure on time delivery.
 Forward and follow-ups shipment invoices to accounts for payment.
 Develop reports on cargo movements and various operational logistics issues.
 Update SCM on the status of their shipments in transit
 Maintain proper filling for logistics documents and share invoices with appropriate departments on
time.
 Creating PO’s in Oracle fusion.

Procurement Responsibilities: ·       A strong negotiator with deep knowledge of the Eastern Province of Saudi Arabia, particularly in the oil and gas sector, with a preference for experience in Aramco and offshore projects.   ·       Handling P2P Cycle of Procurement. ·       Should have experience relevant to handling materials such as concrete, steel plates (Special Grades within the oil and gas industry), regular consumable items and fabrication activities. Should have vendor data base in Jubail and Dammam.   ·       Review and verify completeness of requisitions and supporting documents. ·       Solicit and evaluate vendor quotations or proposals. ·       Prepare a detailed techno-commercial comparison. ·       Initiate supplier pre-assessment. ·       Negotiate terms and secure approvals from relevant authorities to ensure all procurement activities are within the allocated budget. ·       Draft and issue purchase orders (PO) or agreements in Oracle. ·       Expedite delivery of materials upon issuing the purchase order or swift commencement of services following contract approval. ·       Monthly PO Closure in Oracle. ·       Vendor Data Base Expansion and Vendor Management. ·       Sub-Contractor Management and New Sub-Contractor Development. ·       Payment follow up with accounts department Logistics Responsibilities: ·       Handling Import/Export Activities in Region with ability to handle logistics activities to/from Jubail/Dammam Port with preferred experience in Royal Commission Area. ·       Handle Saber / Fasah Portals for all customs activities. ·       Negotiate prices with logistic companies/shipping companies and freight forwarders to ensure availing the best market rates. ·       Booking in deliveries and liaising with customers. ·       Booking sub-contractors and ensuring they deliver within agreed terms. ·       Handling shipment clearances and establishing KSA base for customs / SABER etc in the region. ·       Tracking and monitoring shipments to ensure on time delivery. ·       Forward and follow-ups shipment invoices to accounts for payment. ·       Develop reports on cargo movements and various operational logistics issues. ·       Update SCM on the status of their shipments in transit ·      Maintain proper filling for logistics documents and share invoices with appropriate departments on time. ·      Creating PO’s in Oracle fusion.
