Job Description

Within Wood Abu Dhabi, we are actively expanding our project delivery portfolio to include Engineering Procurement and Construction Management (EPCM) Contracts.

As part of this growth, we are looking for personnel to join our team, either from internal Wood employees or the external market.

The type of personnel we are looking for is broad ranging including:

    Young ambitious persons that want to grow their career within this exciting contract execution model, where they will gain experience across the full project lifecycle from Detailed Engineering, through Procurement & Fabrication and into the Offshore Execution, covering Construction, Commissioning, Start -up and Handover to Operations.  
    Experienced personnel with a background in PMC, EPC or EPCM projects, that can take on senior positions within the organisation and use their experience to steer the team to deliver outstanding performance across a portfolio of projects for Major Operators.

Projects within the EPCM model are wide and varied covering both onshore and offshore Brownfield Assets; typical examples include:

    Onshore Pipeline Controls System Upgrades
    Offshore Aset enhancement projects covering multiple system and equipment on large platforms, Wellhead Towers and Islands

Job Objective:

 

The safe and effective delivery of a portfolio of Brownfield Safety Critical Projects on multiple offshore platforms; including large production complexes (multiple platforms bridge linked) and remote Wellhead Towers, located offshore within the UAE under an EPCM contracting model.

Typical projects include Fire & Gas System Upgrades, Power Upgrades, Control System Upgrades, Flare System Upgrades and Platform Structural Modifications.

Effective Work Planning and management of the Permit to Work Management System to ensure work progresses as per schedule, with minimum delays to the Construction and Commissioning Contractors due to poor quality submissions/ applications and lack of adherence to the permits once issued.

Ensure all project personnel , EPCM and Contractors have the appropriate  level of training to work within the Permit to Work Management System.

Provide certainty and confidence to the Client and Wood Project Sponsor, that the contract is being delivered safely with a strong focus on optimization, cost control, risk management, schedule adherence and stakeholder management.  

 
Responsibilities

KEY ACCOUNTABILITIES & RESPONSIBILITIES :

 

Project Execution

    Coordinate and manage the Permit to Work Management System to ensure all work is carried out safely and in compliance with Client policies. 

    Note: With the facilities being offshore live platforms, the understanding is that we shall execute the  projects under the Client Permit to Work Management System and not establish our own system.

    Engagement in Construction Planning sessions to understand the sequence of work and ensure all applicable Work permits are identified.

    Undergo training on Clients Permit to Work Management System in order to submit Permit applications and receive permits as a Performing Authority.

    Work with Client prior to offshore mobilisation to obtain the level of training and competence to be able to deliver Permit to Work Management System training to the EPCM team and others involved in the delivery of the portfolio of projects.  

    Provide training and guidance to staff on Permit to Work Management System procedures.

    Ensure the appropriate personnel within the EPCM team and client Project Team personnel, if required, undergo the appropriate level of training and certification.

    Work with all Contractors, Subcontractors and Vendors to ensure personnel within these organisations have the appropriate level of training and certification.

    Establish Permit Submission meetings with Contractors to ensure the permit applications are well defined and contain all required supporting information. Identify any additional supporting information required, such as lifting plans, isolation requirements, method statements and any specialist requirements.

    Ensure all safety measures are in place, with particular focus on activities relating to barge movement / approach to platforms, SIMOPs and heavy lifts; conduct separate sessions for such activities, due to inherent increased risks.   

    Engage with Platform Operations team to explain the work to be executed and ensure permits applications fully define the scope, risks and mitigations.  

    Establish protocol for Permit to Work Submissions, either submitted by the Contractors or through the EPCM Permit Initiator – Coordinator

    Document process and issue to all personnel as part of training package.  

    Review and approve permits to work (where authorised), ensuring all safety measures are in place. 

    Conduct regular audits and inspections to ensure compliance with Permit to Work Management System procedures and requirements defined on individual permits.

     Liaise with various departments and contractors to ensure effective communication and execution of work permits. 

     Maintain accurate records and documentation related to the WMS system. 

 

Leadership:

    Provided expert guidance on working within the Client Permit to Work Management System to all project personnel.  

    Is an advocate and role model for ethical behaviour and compliance with applicable laws and policies.

 

Internal:

    Project Management Team including Engineering Manager, Project Engineers, HSE Manager, Quality Manager, Site Manager, Construction Manager and Commissioning Manager       

    Engineering / Construction / Commissioning Management Team  

External:

    Client Operations Team   

    Construction & Commissioning Contractors

    Subcontractors, Vendors & OEM’s  

    Creates strong relationships with key stakeholders including Clients Offshore Operations Team.

    Manages relationships with Construction Contractors and specialist subcontractors.

 

LEVEL OF INFLUENCE & DECISION-MAKING AUTHORITY

 

    Work is performed under general direction and is reviewed for conformance with policies and general efficiency.  

    Decision making is related to the safe execution of work within the Permit to Work Management System.

 
Qualifications

Qualifications:

    Diploma in Engineering from an accredited university or equivalent combination of qualifications and experience

 

Minimum Experience:

    Minimum five (5 ) years relevant experience in a similar role within the oil & gas industry including offshore Brownfield projects.

    Experience of Working offshore within the UAE preferred  

Role-Specific Skills/ Experience:

    Strong knowledge of Permit to Work Management Systems and Regulations.

    Excellent communication and interpersonal skills.

    Attention to detail and strong organizational skills. 

    Ability to work effectively in a fast-paced environment.  

    Demonstrable experience of work with Construction Contractors on offshore Brownfield Oil & Gas projects and the ability drive adherence/ compliance with procedures and processes.

    Specific experience in the Middle East for renowned clients, preferred.

    Personality, ability, and experience to drive, manage, direct, and guide the team to achieve project objectives.  

    Good knowledge of industry risk management processes.
