Job Description

Job Title: Local Content CAPEX Senior Specialist

Job Summary: The Local Content (LC) CAPEX Senior Specialist is responsible for leading all aspects of measurement and reporting of Ma’aden’s LC performance, specifically focusing on capital expenditure (CAPEX) projects. This role involves directing all aspects of reporting and data management related to Ma’aden’s Tharwah program, ensuring accurate and timely reporting of LC contributions across Ma’aden’s annual CAPEX of 25 billion SAR.

Key Responsibilities:

LC Performance Reporting:

    Provide accurate reports on LC costs and contributions for Ma’aden’s CAPEX projects.
    Ensure the organization has a timely and accurate view of LC performance.
    Respond to external stakeholder requests for data and information related to Ma’aden’s LC program.
    Support individual data and information requests related to specific LC opportunities.

KPI Development and Target Setting:

    Establish KPIs for measuring LC performance in CAPEX projects.
    Develop a framework for setting LC targets and establish annual local targets at the supply chain and entity levels for each business unit (BU) and the entire organization.

Compliance and Guidelines:

    Ensure all LC reporting aligns with national guidelines and standards.
    Work with external auditors to complete Ma’aden’s annual LC audit.
    Interpret and report on data from external bodies such as the PIF and LCGPA.

System Improvement:

    Direct and improve systems used to capture and report LC performance.
    Increase automation and accuracy of reporting.
    Enhance insight and interpretation of data to identify areas of opportunity and drive LC performance improvements.

Policy and Procedure Deployment:

    Ensure effective deployment of LC policies and procedures in all CAPEX procurement activities.
    Embed LC requirements across Ma’aden’s annual CAPEX spend on goods and services.
    Oversee the development, maintenance, and improvement of documentation used in the procurement process, ensuring compliance with national laws and standards.

Procurement Process Integration:

    Collaborate with BUs and central procurement to embed LC in the procurement process.
    Ensure appropriate LC documentation is included in tender packages.
    Advise on setting LC targets in tenders and brief bidders on LC requirements.
    Address LC queries throughout the tendering process.

Tender Evaluation and Contract Monitoring:

    Evaluate LC elements of tenders and develop rules for these evaluations.
    Monitor the performance of contracts with LC commitments.
    Collect and analyze LC performance data from suppliers.
    Identify areas of concern and opportunity, conducting regular performance reviews with suppliers.

Tool and System Development:

    Develop tools and systems to support the embedding of LC in procurement processes.
    Improve compliance, efficiency, and data availability for managing performance through automated tools.

Qualifications:

    Bachelor’s degree in Business Administration, Supply Chain Management, or a related field.
    Extensive experience in local content management, procurement, or a related area.
    Strong understanding of national LC guidelines and standards.
    Excellent analytical, reporting, and data management skills.
    Proven ability to work with cross-functional teams and external stakeholders.
