Risk Manager - Dubai Branch, Doha Bank, UAE

The Risk Manager will be responsible for identifying, assessing, managing, and mitigating various risks that may impact the branch’s operations, reputation, and financial stability. This role involves developing and implementing risk management strategies, policies, and procedures, while ensuring compliance with UAE Central Bank regulatory requirements and industry best practices. The areas of focus include, but are not limited to, operational risk, information security, business continuity, credit risk, market risk, liquidity risk, and reputational risk. The role will also involve close collaboration with Group Risk Management to ensure alignment with the broader risk framework.

Roles & Responsibilities :


Risk Assessment


    Identify potential risks that could affect the bank's assets, earnings, operations, or reputation, including operational risk, information security risk, and business continuity risk.
    Conduct comprehensive risk assessments and analysis, considering operational, credit, market, liquidity, reputational, and information security risks.
    Monitor and analyze emerging risk trends and scenarios, with a focus on how they could impact the bank.
    Work in conjunction with Group Risk Management to align risk assessments with the overall risk strategy of the bank.


Risk Mitigation Strategies


    Develop, implement, and monitor risk management policies and procedures across various risk domains, including operational risk and information security.
    Collaborate with business units and Group Risk Management to prepare and implement strategies for mitigating identified risks, ensuring alignment with the bank’s overall risk appetite.
    Establish and maintain robust internal controls to minimize risk exposure across all critical areas, including business continuity planning and crisis management.


Regulatory Compliance


    Ensure compliance with all relevant regulations and guidelines from UAE Central Bank, with a focus on areas such as operational risk management and information security.
    Maintain up-to-date knowledge of regulatory requirements, industry standards, and best practices in risk management.
    Prepare and submit risk-related reports for management review and regulatory compliance, working closely with Group Risk Management to ensure consistency in reporting.


Risk Reporting


    Generate regular and ad-hoc reports for senior management on the bank’s risk exposure, trends, and the effectiveness of implemented risk management strategies.
    Present risk analysis findings and recommendations to stakeholders, with a focus on communicating complex risk concepts clearly and effectively.
    Coordinate with Group Risk Management to ensure that reporting aligns with the bank’s overall risk management framework.


Crisis Management & Business Continuity


    Develop, implement, and maintain business continuity and crisis management plans, ensuring readiness for potential disruptions.
    Lead risk response efforts in the event of a crisis, ensuring that appropriate measures are taken to mitigate impacts on operations and reputation.
    Collaborate with Group Risk Management to ensure business continuity plans are aligned with the bank’s broader risk management strategies.


Information Security & Operational Risk


    Oversee the identification and mitigation of information security risks, ensuring that the bank’s data and systems are protected against potential threats.
    Manage operational risk by identifying process vulnerabilities and implementing corrective actions to reduce the likelihood of operational failures.
    Work closely with Group Risk Management to ensure that operational risk and information security measures are consistent with group-wide policies.


Education, Experience & Skills Required:


    Bachelor’s degree in Finance, Business Administration, Economics, Information Security, or a related field; MBA or relevant master’s degree preferred.
    Professional certifications such as CFA, FRM, PRM, CISSP, or CISM are highly desirable.
    Minimum of 10 years of experience in risk management, with significant experience in banking or financial services, including operational risk and information security.
    Strong understanding of UAE banking regulations, risk management frameworks, and information security best practices.
    Excellent analytical, problem-solving, and decision-making skills.
    Strong communication skills, with the ability to convey complex risk concepts to non-experts.
    Proficiency in risk assessment and modeling tools/software, as well as information security tools and methodologies.
