We’re seeking a future team member for the role of COMPLIANCE OFFICER to join our INTERNATIONAL RISK & COMPLIANCE team. This role is located in DUBAI. 

Job purpose:

To support the DIFC Compliance Officer/MLRO and Head of Middle East Compliance & FCC in ensuring that the Dubai, Saudi and any regional entities are authorized to carry out financial services in accordance with the provisions of the rules of any relevant regulatory authority (i.e., DFSA, CMA) by establishing and maintaining effective Financial Crime & Sanctions Compliance policies, procedures, systems, and controls in line with applicable legislation and BNYM internal policies and procedures. Additionally, assist the DIFC Compliance Officer/MLRO and Head of Middle East Compliance & FCC in advising and monitoring the business, so that regulated activities conducted in or from the entities comply with current legislation, regulations, and rules.

In this role, you’ll make an impact in the following ways: 

Working with the DIFC Compliance Officer/MLRO and Head of Middle East Compliance & FCC on Financial Crime and DFSA & CMA Regulatory requirements by:

Providing advisory support, review, challenge to the first line of defence (1LOD) on FCC compliance matters, including KYC onboarding/periodic reviews, FCC regulatory reporting, FCC regulatory change and projects, and liaison with stakeholders for regulatory exams, testing reviews, and audit reviews. 

Assisting in delivering all aspects of the Financial Crimes Compliance (FCC) programme (anti-bribery & corruption (ABC), anti-money laundering (AML), anti-tax evasion (ATE), and Sanctions for the region.

Assisting in undertaking client due diligence for on boarding and periodic review of client relationships, ensuring that these are in line with group policies and procedures and regulatory expectations.

Assisting in analysing relevant findings, recommendations, guidance, directives, sanctions, resolutions, notices, or other conclusions issued by the government, regulators, enforcement agencies and other international bodies.

Assisting in implementing BNYMs’ Financial Crime Compliance policies, procedures, systems, and controls and ensuring branch compliance with all related laws and regulations including those given by the Federal Laws of the UAE, DFSA and CMA.

Act as the point of contact to receive notifications from the Relevant Person's Employees (i.e., reports of suspicious activity)

Develop and pro-actively manage the implementation of compliance related policies, procedures, systems, and controls which ensure compliance with regulatory requirements.

Assist the registered Compliance Officers to respond promptly, in conjunction with Legal, to any request for information made by the regulators.

Be involved in internal and external reviews and audits of the local BNYM activities, assist in the preparation of regulatory inspections and in the designing and implementation of remedial action plans in relation to compliance matters (as required).

Effective mitigation of risk, by implementing a risk-based approach to address sources of risk. If required, set up action plans with the support of the registered Compliance Officers.

Identify material rules and regulations related to the BNYM business where non-compliance may lead to a risk for the business and/or the branch. 

Participation in ad hoc requests and projects.

To be successful in this role, we’re seeking the following: 

Experience in general background in Financial Crime / Compliance / Legal 

Experience in a Financial Crime Compliance function with focus on Know Your Client (KYC), preferably with a global bank.

Experience in working with KYC tools (i.e., World-Check, FIU).

Knowledge and understanding of the DFSA/CMA AML Rulebook and the related UAE Federal AML Legislation.

An understanding of the financial services’ regulatory framework in the Middle East region is a plus.

Excellent communication and interpersonal skills.

Good attention to detail with the ability to produce high quality work.

Fluent English is essential, fluency in Arabic would be desirable.

Qualifications in financial crime compliance from Association of Certified Anti-Money Laundering Specialist (ACAMS), International Compliance Association (ICA) or similar body. Additional qualifications in Audit, Law or Compliance are a plus.

Legal or bachelor’s degree or equivalent work experience.
