Job Description
KEY RESULTS ACCOUNTABILITIES
# Helps prepare and/or manage necessary MoUs for effective working arrangements with all parties involved,
including International Organizations Owners, Operators, Dubai Police, Dubai Civil Defence etc.
# Provides expert advice, assesses, registers and supports the accreditation of Independent Safety Assessors,
Specialist Support Contractors, and other Specialists etc.
# Consults with Operators, Contractors, Assessors and peers on the attitudes and practices of quality to develop
an environment of continual improvement in every aspect of services for Safety Certification and Regulation.
# Assists in ensuring that the requirements for assessment for Safety Certification and Regulation are well
communicated, understood and effectively implemented.
# Performs other responsibilities associated with the position as appropriate
# Helps maintain relevant registers, information, data, and legal records for the Section.
# Supports the planning and scheduling for the internal SRRPD / audit system.
# Support technical Audits and Inspections related to Rail Systems, Third-party Rail Systems & Tram Systems
including but not limited to Signalling, Trackwork, Civil Works, Communication Systems, Power Systems,
Signalling Systems, Rolling Stock, Maintenance Procedures, Operational Procedures, Dubai Airport People
Mover Systems, Monorail Systems, Trolley Systems, etc. with reporting at RTA Board.
# Reviews and follows up the planned action items derived from various activities such as site inspections,
audits, recommended action programme evaluation, and risk assessments.
# Supports in formulating, reviewing and revising the Safety Certification and Regulation requirements,
policies and procedures and other documentation to ensure full compliance and enforcement with prevailing
instructions, regulations, laws and decrees.
# Continuously monitors activities in the field and ensures that associated findings, proposed improvement
action plans and agreed risk mitigations are technically adequate and that failures to satisfy requirements are
fully documented for possible enforcement action.
# Supports, as required, the RTA Crisis Management and Sector Emergency Management functions in providing
technical information related to railways and communicating with various internal and External Parties
including Dubai Police, Dubai Civil Defence and Dubai Ambulance Services etc.
# Provides expert advice and information for the annual management review and reporting on Safety
Certification and Regulation issues, performance, inspection/audit findings and action programmes, progress
towards achievement of Section, Departmental, Sector and RTA objectives and targets.
# Supports the Section in raising fines for breaches of Railway and Tram Regulations up to the value of AED
500,000 per Breach
# Helps ensure that safety and sustainability are integrated into management and work practices and form part
of the culture in order to accomplish program/project objectives and to achieve worker and public health and
safety.
# Helps plan and manage the activities for inspection, technical support and administration support of Safety
Certification and Regulation.
# Respond to accident / emergency / crisis as per the Management Instruction, and considering criticality.
# Performs other responsibilities as assigned by the Director (including attendance, site presence and
appropriate follow up of reported incidents and accidents).
# Helps in providing expert subject matter advice and consultancy support to other Government entities like
Etihad Rail, Federal Transport Authority, Airport Authority, etc. as per the Directions from the RTA Senior
Management.
# Supports the Section in identifying and applying applicable legal requirements, international standards and
procedures for external peer review and benchmarking of C&R activities and performance.
# Evaluates the identified risks and impacts (resulting from incidents/accidents) to determine the significance
for prioritization of Regulatory Actions. Support, and assists in programing of necessary controls and
preventive measures.
# Helps produce, maintain and safeguard records of all assessments and recommendations for Safety
Certification and Regulation enforcement.
# Ensures that related environmental regulations and requirements are integrated into program plans and
activities to protect personnel, the facility, and the environment.
# Support in maintaining Safety Certification and Regulation revenues.
# Helps ensure established systems, processes, procedures and execution of activities fully comply with
ISO14001 and ISO18001 or whichever current ISO certifications apply / RTA regulations require.
Qualifications
Education
# Master degree in Engineering: preferably either Mechanical; Electrical; Industrial; or Railway Systems from a
recognized university.
