Position Summary:
Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Major Responsibilities:
Monitor the workplace for unsafe situations.
Support to avoid delay on TQs, FCDs and Technical Submittals.
In charge of PFE team to get involved on job site for knowledge sharing.
Maintain safety awareness with the field staff and the contractors.
Address contractors’ technical queries. Review technical submittals.
Enforce, through Quality Assurance, the contractors’ Quality Control program.
Facilitate the interfaces between contractors and government agencies and utilities.
Review, for constructability, the contract design packages.
Participate in bid evaluations.
Conduct (3) Quality Control Audits on every contractor.
Conduct weekly SMQE audits/site visits.
Participate in progress meetings with contractors.
Administrate independent material testing laboratory.
Participate in Initial Acceptance proceedings.
Responsible for Zero Rework in all contracts.
Review and check As-builts. Monitor materials testing and reports. Review O&M manuals; recommended spare parts lists.
Review DCN’s/SCN’s for accuracy and completeness.
Mentor employees as requested and address issue PPEs as found by the Manager of Construction.
Well known about procedure.
Knowledge about Training
Knowledge and improve innovation and technology, Unifier – BIM
Ability to participate with team for solve technical study.
Skills and Qualifications:
Essential Technical:
Engineering degree with minimum 5 years’ experience in a field construction manager capacity on heavy civil projects relevant to Jubail Project works.
Minimum 10 years’ experience as Resident Engineer or Lead Construction Supervisor.
Experience must relate to construction of major facilities involving reinforced concrete, structural steel to include works related to: Housing, heavy industrial/civil structures and ancillary buildings, water storage tanks, including knowledge of mechanical and electrical construction works/services.
Site Prep and Site Development work experience is desirable.
Essential Behavioral:
Must possess excellent oral and written English communication skills.
Strong leadership skills and proven ability to lead a team effort, make independent decisions and be a good trouble shooter.
Must be results and solutions orientated, and be able to solve problems.
Be able to review and approve correspondence, reports, analysis, etc.; all associated with construction related issues.
Preferred Technical:
Professional Registration or Project Management Institute certification is desirable.
A strong understanding of construction means, methods and requirements, including experience reviewing Contractors’ submittals, work method statements, safety plans, quality plans and traffic control plans for compliance with contract documents.
Understanding of contract administration, including preparation of correspondence, analysis of claims, and construction negotiation.
Have a basic understanding of local procurement law and local procedures related to contracts and subcontractors.
Experience working overseas, either on CM or Direct Hire Contracts, preferably in the Middle East.
Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor’s responsibilities contained in subcontract documents and Factory Audit Report System (FAR).
Prior experience supervising and administering subcontractors.
Must be strong in construction technical knowledge.
Preferred Behavioral:
Self-motivated individual with good leadership skills and experience and the ability to influence without authority.
Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/ supervising a team.
Demonstrated ability to influence key stakeholders to make critical decisions where required.
Ability to work within a culturally diverse organization.
Ability to work to deadlines and under pressure.
