Job Description:
Parsons is looking for an amazingly talented Senior Planning Manager to join our team in NEOM. Parsons is providing Project Management Consultancy (PMC) services for the development of NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.

Responsibilities:
Planning Supervision of all aspects of the project planning and scheduling function. Integration of adjacent planning functions including supply chain and major sourcing.
Direct accountability for the establishing and maintaining the baseline schedule including Detailed Design, Procurement, Construction, and Handover, in coordination with other planning streams if required.
Interface and coordination with the Proponent and other NEOM Stakeholders
Contributes to and responsible for strategic Planning activities including Major commodity demand forecasting, Supply chain infrastructure, Modern Methods of Construction (MMC) and Manpower forecast requirements.
Audits PMC compliance with NEOM Projects Planning and Scheduling Plans and Procedures.
Assists the NEOM Project Executive Director / Director in providing independent evaluation / recommendations of Contractors’ Baseline Schedules.
Participates and monitors the PMC Schedule Risk Analysis workshops and serves as primary reviewer of the PMC Quarterly Schedule Risk Analysis Report.
Assist in P6 administration and other Enterprise Planning tools as required.
Qualifications / Skills / Experience
Minimum 15 years planning experience in Construction Projects Planning roles.
Proven track record of experience as a Lead Planner or similar role.
Experience of fast-track projects with multiple interfaces and control of Baseline & change management processes.
Understanding of commodity quantity unit rate analysis with respect to planning and forecasting.
High expertise with various schedule management applications (Primavera / MS Project/Tilos etc.)
Implementation of Progress Measurement Systems for Engineering, Procurement, Construction.
Excellent communication skills with multiple levels of Management.
Degree in relevant subject (e.g. Engineering, Construction, Project Management).
Professional membership qualification (e.g. CEng, PMI-PMP, PMI-SP).
Expert working knowledge of Primavera.
