Job Description:

Would you enjoy being involved on a wide variety of estimation tasks on large scale, complex projects? Parsons is now hiring a Cost Manager for Rail for our rapidly expanding transportation projects.
Parsons extensive experience in this field combined with your strong estimating experience and engineering knowledge, will propel your career forward with opportunity to lead teams. We need our Managers at this level to be fully qualified professionals with solid experience, and independently complete complicated assignments. In this role, you will analyze costs, estimate project budgets during the whole project’s life cycle , in the preliminary phase (business case), in pre-tender and post tender phases, monitor and control of the Project during execution, assess vendor relationships, and maximize profitability. You will complete a wide variety of difficult estimating activities (individual or as part of a team), including developing estimates in company database estimating software, utilizing estimating tools and equipment, writing estimate narratives, reviewing and updating estimate procedures, supporting estimate database updates with project historical data, leading estimate task teams, and evaluating and rating estimator performance on an assigned project/program. All the above duties will be executed with the supported by your team consisted of Cost Controller and Quantity Surveyors
Responsibilities:
The Cost Manager is required to cover a wide range of responsibilities:
Provide critical assessment of all budgets and cost projections.
Assess all incoming products, resources, and services to ensure the best price
Maintain vendor and service provider relationships
Remain acutely aware of market trends that could impact resource costs
Keep up to date on new vendors and possible cost-cutting partnerships
Analyze invoices to ensure correct products/services were received at the expected cost
Collaborate with department heads to strategize ways to minimize waste
Demonstrate a comprehensive understanding of the interdependency of cost drivers
Understand the entire arc of the business and how productivity impacts profitability
Commit to maximizing efficiency at all levels without compromising quality
Develop and implement proactive solutions and cost-cutting measures
Present new strategies and assessments to stakeholders in a compelling fashion
Educate and persuade stakeholders to procure buy-in and cooperation
Roll out clear cost-saving programs with timelines and assessment goals
Responsible to control and monitor project total expenditure including verifying and checking of invoices and claims from suppliers, vendors and subcontractors to ensure that all project expenditures are captured and properly recorded.
Provide planning and cost controlling support for all projects which includes variation reporting, monitoring of milestone progress to the preparation of customer billing processes, etc
Perform and manage project activity scheduling and monitoring
Perform technical and commercial review of EPCI long time tenders (subcontractor’s quotations) for the preparation of Service agreements
Ensure effective project implementation and utilize productive reports from the creation of WBS with the use of project management system to monitor the status of all purchases, invoicing and delivery up to the closure of the project.
Prepare monthly vessel movement report for the monitoring of the vessel activities daily and register all downtime, consumptions and vessel related issues relating to the project promptly to the project manager and management.
Coordinate and work with the project management team to resolve project issues to ensure the delivery/completion of the project work.
Attend project meetings and discussions with the PMT and external clients
Perform project costing related reporting to the team and management’s review on a monthly basis to ensure that expenditures are kept within the project budget.
Provide cost control and planning advice to the internal PMT team as and when required.
Undertake any other ad-hoc duties as required.
Although, his team will support him, the Cost Manager must be able to:
Deliver quality controlled estimates for projects and programs as assigned related with Rail Infrastructure, Civil Works, and EMP.
Define and delineates project or program scope utilizing a top-down work breakdown structure (WBS), prepares material takeoffs in accordance with the WBS as defined by concept documents, and design drawings, plans and specifications.
Develop detailed resource costs for work activities based on the planned schedule of execution, applies project burdens and indirect costs, applies dictated fees and taxes, defines costs associated with contract general conditions, and applies expected margins to produce a reasonable probable project and/or contract cost.
Contact with suppliers and contractors to collect offers and prices for materials for Civil and EMP works.
Review and evaluate project budgets
Estimate and build a Project Budget based on Preliminary or Final Design and the Scope of Works,
Keep record of all the Projects Budgets with all the financial (cost) characteristics of each one.
Review the Projects Bill of Quantities and be able to create one.
Review the Interim Payments of Contractors and Consultants.
Develop basis of the estimate (BOE) narrative that clearly defines estimate methodology, scope, pricing characteristics, escalation, assumptions, and exclusions such that the customer has complete understanding of the content and the components of the delivered estimate of probable cost.
Review estimates delivered by other service providers to determine compliance with project and/or program procedures, estimate completeness, accuracy, and technical development and compliance with best practices.
Review contractual documents and contract modifications to determine scope of work and/or scope changes and defines cost and schedule impacts to the base contract, and to provide written evaluation and recommendation of reasonable reconciliation and remediation to project and/or program management staff.
Prepare and summarize task and subtask estimates, including resource rates and/or unit cost to perform parametric order of magnitude cost estimates when detailed estimate development is not necessary pr time does not permit that level of detail.
Define scope and quantification for vendors and subcontractors necessary to obtain correct and competitive pricing for materials, equipment, and services required to complete an estimate of reasonable probable cost.
Ensure that all estimate team members apply company estimating practices, techniques, processes and procedures.
Documents telephone, email, web and written bids and quotations complete with contractual terms and conditions, shipping cost and terms, transfer of title and terms of contract payment and completion.
Keep Register of material prices and Suppliers
Accumulate, evaluate, and document historical cost data inclusive of construction location, site conditions and restrictions, contract terms and contract execution plan, procedures and methods in order to maintain current estimating database information and cost data
Provides training and guidance to Estimators and Associate Estimators in the preparation, revision, and production of cost estimates using the required project and/or program software, estimating tools and equipment.
Review work produced by subordinate personnel for quality, clarity, accuracy, and application; verifying that all components and cost required by the contract documents are included.
Develop client presentations in the appropriate media, and conducts clear and specific client presentations as required by project and/or program management.
Perform other responsibilities associated with this position as may be appropriate
Qualifications:
Bachelor's degree in Engineering or Construction Management or Business or Finance or related with the Construction field (or equivalent experience)
Project Management or Cost Control related training.
15+ years of related work experience involving typical estimating activities.
Working experience in Rail Projects is highly required
Previous experience should include working in KSA and at least 10 years working with major Contractor Companies in KSA and MEA.
The experience should include preparation of financial Bid for Contractors, working in the Procurement Departments of major Contractor Companies.
Technically strong in project cost planning, scheduling and reporting.
Experience on working with Bill of Quantities
Experience on building or reviewing Interim Payment for Suppliers, Sub-Contractors etc.
Previous experience using estimating database supported software.
Ability to perform difficult estimating activities typical to the engineering and construction industry is required
Excellent written and verbal communication skills. Familiarity with company and project procedures and practices.
Familiarity with typical project controls software such as Primavera scheduling software, Estimate/Schedule Transfer tools, Contract Manager, and DMCS (Document and Materials Control System) is required.
Must have a clear understanding of, and ability to work with, construction contract commercial documents, engineering drawings and specifications, and be qualified to be an estimate team leader.
Knowledge in the use of MS Project, Primavera Scheduling and SAP software’s is highly advantageous
Demonstrate strong interpersonal, communication and presentation skills
Strong analytical and problem-solving skills and meticulous
Possess good project background and technical writing ability and skills.
Mature, proactive, resourceful and hands-on with good initiative.
Independent worker who can work well with minimal supervision.
Fast worker with ability to work well under stress.
The experience on working in the Procurement Department of Rail related Company (Contractor or Supplier) is required so there is knowledge of procurement of rail related items (Tracks and rail superstructure, Telecommunication, Electrification, Signalling) will be highly appreciated.
