JOB PURPOSE:
Develop, coordinate, analyze and provide specialist advice on Road Transport Operations Safety to achieve the corporate HSE objectives.
KEY ACCOUNTABILITIES:
Road Transportation HSE Management
Develop, maintain, and report progress against the compliance to road transportation HSE management and provide information and assurance to the management.
Monitor the Road safety requirements in accordance with ADNOC Road Transport Operations Safety standard (HSE-OS-ST25).
Work jointly with Operations road safety focal persons in implementing controls for Operations area vehicle entry requirement in accordance with ADNOC standards / Guidelines.
Carryout periodical road safety audits, vehicle compliance inspections and IVMS RAG action implementation verification across all AGP operational sites in compliance with ADNOC IVMS Implementation and Vehicle inspection guidelines.
Provide support to the Business Support and Special Tasks - IVMS team for better understanding about criteria for configuration and validating / analysing IVMS violations.
HSE Standards
Contribute to development of ADNOC HSE standards / Guidelines to support in implementation of Road Transport HSE Management.
Ensure implementation of ADNOC Road Transport Operations Safety standards across all company sites in order to meet the Company objectives on Road safety.
Provide support to sites in developing Road safety awareness programs and IVMS Implementation for all hired / contractor vehicles.
Conduct visit to each site to share concerns and progress.
Advise sites on best practices in HSE training to enhance effectiveness of Defensive Driving training.
KPIs
Develop, monitor and report HSE Road safety KPIs for each site to evaluate the driving culture and implement intervention actions.
Report compliance to Senior Management on Road Transport Operations Safety assurance.
Supervision
Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
Budgets
Provide input for preparation of the Department/ Section budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.
Investigate and highlight any significant variances to support effective performance and cost control.
Policies, Systems, Processes & Procedures
Implement approved Department / Section policies, processes, systems, standards, and procedures in order to support execution of the Department / Section’s work programs in line with Company and International standards.
Comply with all applicable legislation and legal regulations.
Performance Management
Contribute to the achievement of the approved Performance Objectives for the Department / Section in line with the Company Performance framework.
Innovation and Continuous Improvement
Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best Industry standards to define intelligent solutions for issues confronting the function.
Health, Safety, Environment (HSE) and Sustainability
Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC HSE Standards.
Reports
Provide inputs to prepare MIS and progress reports for Company Management.
COMMUNICATIONS & WORKING RELATIONSHIPS:
Internal
Regular work-related contact with immediate Supervisor and Department Heads as required, peer Professional staff and team members on matters related to Department Policies and Processes, People and HSE issues.
Frequent contact with the Manager of HSE Operations Department.
Contact with Site HSE Manager to maintain good visibility and communication.
External
Regular contact with ADNOC Group HSE and various local and international organizations on HSE related matters.
Regular contact with counterparts/members of the ADNOC Group on HSE and Road safety matters.
Regular contact with local and international vendors, contractors, and third-party service providers to establish relationships or to obtain supply of goods and services.
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
Bachelor’s Degree in engineering, preferably with a specialisation in Road Safety activities or a Diploma in Automobile engineering with NEBOSH diploma.
Minimum Experience & Knowledge & Skills
Six years of experience, including at least experience in Road safety & Journey management implementation within a large industrial organization, preferably in the Oil and Gas.
Exposure to international standards of Safety e.g., ISO 45001 and Occupational Safety and Health Administration (OSHA) is considered desirable for this job.
Sound knowledge of Road Transportation safety standards relevant to the Oil and Gas industry.
Sound knowledge of applicable HSE legislation and regulations and field Operational HSE experience in Oil and Gas.
Corporate HSE function experience with hands on experience in developing Road safety presentations, technical reports, plans, procedures, and guidelines.
Demonstrate sound knowledge and skills in analysing IVMS report and vehicle inspection relevant to the Oil and Gas industry.
Sound knowledge and skills in IOGP Transportation guidelines.
Good interpersonal skills.
Planning and Organising, Scheduling and Co-ordinating, HSE Inspection, auditing.
