Description:
The Proposal Manager will analyze solicitations including evaluation notices to identify all requirements and criteria for proposal preparation and evaluation. They will be responsible for creating proposal outlines, compliance matrices, and proposal schedules. They will provide leadership and direction to cross-functional teams including schedule management, compliance oversight, writing instructions and team guidance and final production oversight. Partner with Business Development stakeholders to develop key messages and win themes, finalize solutions, and analyze the competition. Work collaboratively with business partners, and operational organizations throughout the procurement cycle. Responsible for maintaining and improving proposal tools, processes, and will manage/participate in color teams and compliance reviews. Use their experience in target markets including Government Defence (US/UK/EU/NATO), Development & Aid / UN Peacekeeping & Humanitarian / Commercial Oil, Gas, Mining & Major Projects Support.
Requirements: • Minimum of 3 years of experience managing proposals and multivolume proposal cycles or contract awards.
• Experienced in target markets including Government Defence (US/UK/EU/NATO), Development & Aid / UN Peacekeeping & Humanitarian / Commercial Oil, Gas, Mining & Major Projects Support.
• Experience working with Business Development to facilitate the development of gap analysis, win themes, solutions, discriminators, and competitive analysis.
• Demonstrated ability delivering proposals that are compliant with the RFP requirements and are consistent with the direction of the capture team.
• A strong working knowledge of desktop publishing software (e.g., Adobe Creative Suite), graphics programs (e.g., InDesign, Adobe Illustrator, Adobe Acrobat, Photoshop), word processing programs (e.g., Microsoft Word), spreadsheet management (Excel), and presentation software (e.g., PowerPoint).
• Experience with Shipley or similar proposal process.
• Strong writing—both technical and non-technical—and verbal communication skills.
Responsibilities:
• Remain current on all solicitation modifications and communicates them to the team. Revise schedule, outline, and compliance matrix as necessary throughout proposal life cycle.
• Ensure proposal compliance, checking submission for compliance regularly throughout the proposal cycle.
• Create proposal timelines covering the response lifecycle (i.e., kick off to response submission to proposal debrief); ensure timeline are followed.
• Provide editorial support (content collection; incorporation of redlines; formatting; proofreading; prepping for submission).
• Maintain proposal library, to include proposal templates; proposal language; past performance database.
• Manage proposals, including all aspects of proposal development: pre proposal planning activities, kick-off meeting, value proposition conveyance, theme development, schedule management, action/issue tracking, proposal structure, compliance oversight, writing instructions and team guidance, review team coordination, and production oversight.
• Review/analyze proposal sections for consistency and clarity, compliance with solicitation requirements, and alignment with proposed solutions and themes and write/rewrite proposal sections as necessary to deliver high-quality, winning proposal product.
• Collaborate with business development and operational leadership to obtain adequate resources for accomplishing a high-quality proposal submission in a timely manner.
• Collaborate with the capture manager, subject matter experts, and other writers to refine proposal sections to ensure accuracy, compliance, consistency, and reflection of win strategies.
• Facilitate Cost Proposal Narrative with Estimating Department.
• Conduct proposal review.
