The Job holder supports UAE Chief Compliance Officer & Senior Management in meeting their regulatory obligations by providing an active support and guidance to WPB teams in the implementation of AB&C Policy, Sanctions policy, Anti Money Laundering (AML), Counter Terrorist Financing (CTF) in compliance with DFSA regulations, Central Bank regulations and Group’s Global Policies and Principles and international standards.
This role will be a senior role on WPB FCC within the country and be responsible for higher risk clients and providing guidance to junior FCC team members where appropriate. The role will assist the UAE Chief Compliance Officer in the development, deployment and continued oversight of globally consistent FCC policy for the WPB business units and ensure that all entities develop and maintain the highest FCC standards by following both the letter and the spirit of the relevant regulatory requirements, Group Standards Manual, Fiduciary and Legal and the Compliance FIMs.
Work directly with the Regional head of WPB Compliance and WPB Compliance team in addition to the UAE WPB team to make sure that as a business any new products / services are aligned to the HSBC Global Standards framework and meet all the necessary FCC requirements.
In the execution of FCC duties, the job holder must independently handle the tasks assigned to him/her and be able to take decisions on matters within their designated authority. The job holder must be able to independently analyze and critically evaluate the responses received without much supervision and escalate as appropriate.
Key responsibilities:
Support Compliance and Business Management in meeting HSBC’s regulatory and Group requirements on Anti Money Laundering and Sanctions risk by:
- Managing and coordinating AML and Sanctions Compliance for Retail Banking and Wealth Management in UAE.
- Reviewing any new/amended material laws, rules and regulations and Group Policies, assess their applicability to the business areas and guide the business accordingly ensuring all appropriate processes and procedures are amended to comply.
- Providing Compliance support and direction on the on boarding of high risk customers.
- Providing guidance and direction to Business Management and on the application and implementation of AML Compliance policies and procedures applicable to WPB customers.
- Assisting country Heads of AML, Sanctions and AB&C and country FCC managers in their responsibility for complying with all relevant Laws, Rules, Regulations and Group policies related to AML/sanctions
- Evaluating and monitoring existing procedures and develop new procedures, systems and controls with specific focus on common systems, off shoring initiatives to minimize the risk of the firm being used for financial crime and ensure the business is compliant with current anti-money laundering and sanctions requirements
Where required prepare and or provide input on regulatory filings and correspond with regulatory agencies as agreed with the Country Heads of AML & Sanctions.
- Operates across multiple jurisdictions and business lines
- Understanding Group, International and local regulatory requirements and recognition of AML, CTF risk
- Complex international sanctions environment
- Complexity arising from regional sensitivity due to political and economic structures
- Maintains HSBC internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators.
- To discharge the (Compliance Officer) accountabilities set out in the Compliance Officer Handbook by pro-actively assisting management in identifying and containing compliance risk; monitoring, reporting and certification; fostering a compliance culture and optimising relations with Regulators
- Adhere to Group Compliance FIM and HSBC Global Policy and Principles on Anti Money Laundering and Sanctions and ABC
To be successful in the role, you should meet the following requirements:
Experience & Qualifications
- Graduate Degree is a must to obtain UAE visa.
- The jobholder must have at least 5 years’ experience in AML and Sanction Compliance roles or in Business risk functions
- Experience of the full range of personal and/or commercial banking services and have a strong subject matter expertise in the area of Anti-Money laundering including regulatory environment and regional regulations.
- The ability to multi-task across many fields involving potentially complex projects and multiple teams
- Experience of people management preferable
- Proven communication and influencing skills with the ability to communicate and in writing at all levels
- Under the New Labour Law, only fixed term contracts shall be available to all employees of HSBC UAE (except DIFC and ADGM employees) – hence in line with the term of work permit, a 2 years’ contract would be issued
