Position Overview
The Sr. HSE Engineer will be the project HSE lead and is part of the HSE team and will be providing all necessary assistance to the construction supervision team with respect to all safety, health and environmental issues. Monitoring contractor's HSE compliance to the HSE program, reviewing HSE plans and procedures but mainly will monitor the safety of the works to ensure compliance with the regulations as per Musanada's HSE requirements, and OSHAD-SF.
The Sr. HSE Engineer provides a focal point for all safety issues throughout the construction contract by communicating and reporting contractor’s site safety performance, leading safety walk, chairing the weekly safety meetings, following up on non-conformances, and taking a lead role in ensuring the contractor complies with his approved Safety Plan and attends regular safety audits.
Job Responsibilities
Assists in the development of the Project Safety, Health and Environment Plan (PSHEP).
Monitors the construction activities against the requirements of the project’s health, safety and security management plan.
Provides SH&E expertise and ensures project compliance with Corporate SH&E requirements.
Provides technical supervision of SH&E performance, qualifications and programs.
Assists and participates in SH&E training.
Reviews contractor Method Statement and Risk Assessment (MSRA) and ensures that the document content is adequate and specific for the project.
Provides the project with health, safety and environment expertise and ensures the project is in compliance with Abu Dhabi OSHAD – SF and EAD.
Checks safety requirements in the Method Statements and monitors the implementation during construction.
Checks proper maintenance, calibration and operation of all safety equipment.
Checks and ensures that all equipment has been tested by third parties as required and all operators have the proper permits.
Checks the site security, fire, first aid and welfare facilities and ensures that all procedures appropriate to the Works are provided and properly maintained.
Checks and ensures that all agreed safety standards and applicable regulations are observed.
Assists and participates in site safety training.
Participates in the investigation of all accidents and dangerous occurrences.
Sets a high personal example of Health & Safety at all times.
Monitors the application of all safety requirements by Parsons Construction team and reports to the HSE Manager any deficiency for corrective action.
Coordinates with the construction team on all activities undertaken by the Contractor with respect to safety requirements especially for traffic management, deep excavation, movement of equipment, etc.
Reviews the Contractor safety reports and produces Parsons Safety reports for the SRE review and approval.
Coordinates all safety issues with Client/PMC and other stakeholders as directed by the QHSE and SRE.
Qualification/Experience/Competencies
EHS related bachelor’s degree (Engineering) or NEBOSH Diploma.
In addition to the above qualifications, practitioners shall be OSHAD-OSHMS practitioner A Grade or B and lead auditor qualification 14001 & 45001 etc.
Minimum 10 years of relevant work experience as EHS Engineer.
Minimum of 15 years of experience in health and safety field.
UAE experience is mandatory to ensure familiarity with legal updated requirement.
Large infrastructure construction supervision projects experience is required.
Requires a thorough knowledge of health and safety regulations and reporting procedures, as well as good written and oral communication and interpersonal skills. In-depth understanding of safety management systems and procedures.
Ability to work effectively within a multidisciplinary team.
Strong assessment and problem-solving skills.
Excellent ability to design and implement policies.
Excellent presentation skills for delivery of health and health and safety related training programs.
High attention to detail and excellent organization skills.
Proactive, must keep up to date with legal and professional changes associated with public health and occupational health and safety.
Ability to work independently with minimal direction or oversight.
Excellent written, presentation and oral communications skills in English.
