If you are a leader with a mind for business management, Parsons has an opportunity for you! As a Project Business Manager, you will be responsible for ensuring that your assigned projects meet client objectives and project business goals.
Specific Responsibilities:
- Serves as an integral part of the proposal team in anticipating the costs and risks of alternative project execution strategies. Summarizes and translates information on taxation, regulation and legislation, financing, insurance and other specialized areas into meaningful formats allowing informed decision making by executive management during the proposal and project execution phases.
- Develops gross profit and cash flow models for a project, updating the models as required, and provides the Project Manager with significant summary and trend information.
- Establishes a project change control procedure and monitors its implementation. This involves reviewing all incoming and outgoing correspondence and notes of meetings for the identification of changes to the contract. It also includes the determination of the cost and schedule impact and obtaining the contract change order.
- Oversees billing on cost-reimbursable projects, ensuring that invoices have adequate documentation to satisfy client auditors. Manages accounts payable and related functions. Receives progress payments on lump sum projects, and works with GBU finance group in investing project funds.
- Identifies office space and furniture/equipment requirements in conjunction with the Project Manager, and makes lease and purchase commitments on behalf of the Company or Joint Venture. May be responsible for managing the office facility and office administration staff.
- Reviews contracts with suppliers, and oversees administration of the prime contract. Ensures that the entire technical project team has a thorough understanding of the contractual terms. Ensures project procurement and subcontracting policies adhere to project plan.
- Serves as liaison between clients, Parsons management, joint venture partners, internal and external auditors, and funding agencies or institutions on matters related to project financing.
- Prepares reports and presentations for senior management as required.
- Performs other responsibilities associated with this position as may be appropriate.
Qualifications:
- At least 10+ years of experience, including prior accounting/financial experience on a project.
- Experienced in construction planning and management that will drive engineering technologies integration.
- Practical experience with the tools to be integrated, be experienced in full lifecycle engineering and construction management.
- An understanding of MS Suite of software, including SQL Server, Oracle 11g, SQL Reporting Services, IIS, .NET Framework, .ASP, C++, Visual Basic, and SharePoint Services development and management.
- An understanding of enterprise resource planning (ERP) systems, including financial systems, such as PeopleSoft.
- Comprehensive knowledge of facilities management systems, including systems designed for space management and facilities operations and maintenance systems (CMMS).
- Past hands on and supervisory performance with project management, systems development life cycle, and business process modeling.
- Experience with developing proposals, projecting and planning for future efforts, estimating resources, and developing estimates.
- Past performance with all data center hosting components in acquiring, installing, implementing, and sustaining WAN and LAN and network devices; firewalls; database/application/storage/utility servers; backup and disaster recovery; and voice, video, and streaming technologies.
- Must be able to effectively communicate with users and team members on technical and nontechnical subjects.
- Ability to develop and brief senior client leadership, end users, and personnel from other client organizations.
- The candidate must possess a demonstrated track record of team leadership, team accomplishments, focus on customer requirements, and progression throughout career.
- Bachelor's degree in business administration and/or finance (or related field) from an accredited institution.
