Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Major Responsibilities:
The Senior / Lead Civil Engineer reviews and guides the Civil design and documentation for Royal Commission (RC) projects that are part of the growth and expansion of the Ras-Al-Khair Industrial City (RIC) in the Eastern Province.
- Provides an interface between RC Engineering and the other parties to resolve technical issues. Oversees writing and review of Technical Query’s. Provide support to Construction Department and disposition field changes by issuing DCN’s.
- Represents the Royal Commission, (the owner), to ensure the safety and quality standards of the project are met in Civil work areas.
- Performs civil site development design / design reviews in traditional and digital design environments and coordinate with other disciplines and departments for site development packages.
- Is able to utilize computer and computer codes to perform site development analysis and designs.
- Incorporates lessons learnt and best practices in standard engineering documents such as procedures, design guides, criteria and specifications.
- Reviews Urban Planning - Land Allocation Requests (LAR’s).
- Coaches one or several individuals or teams on a specific competency or subject area.
Skills and Qualifications:
Essential Technical:
- University/College graduate with BS in Civil Engineering or related.
- Minimum 10-12 years’ experience in Civil Engineering on large industrial and infrastructure jobs with emphasis in planning and hands on design of site development including roads, storm drainage and utilities.
- Thorough knowledge of discipline engineering techniques, the design of engineered systems, design calculations, specifications and drawing requirements.
- Significant experience with Civil 3D design as well as BIM / Digital Twin design processes and automation techniques.
- Conducts and directs quality reviews of projects, in accordance with engineering procedures and instructions and ensures consistency across project areas.
- Detailed understanding of a wide range of international industry or regulatory codes and standards and design criteria pertinent to the Civil engineering discipline.

Preferred Technical:
- Professional/Chartered Engineer.
- Experience with Minerals Processing industries including one of more of the following: Aluminium (refining & smelting), Phosphate, Steel, Copper, Sulphur.
- Experience with implementation of Industrial Master Plans including utility right of ways, road networks, drainage, materials handling corridors and land allocation.
- Demonstrated ability to leads Civil discipline contribution to in-house design projects across the full spectrum of civil design areas including earthworks, roads, drainage, potable water and sanitary waste systems.
- Demonstrated ability taking responsibility for resolving technical issues within the discipline, other disciplines, and engineering staff as well as with third parties (customer, suppliers, and regulators).
- Experience in leading process, performance or quality improvement initiatives within a Civil Discipline team.
- Commercial awareness of how engineering decisions affect total installed costs, operations and maintenance, how design changes within the discipline impact other disciplines and functions, and the tradeoffs between engineering job hours and construction savings, schedule gains, and risk reduction.
- Understanding of the roles played by other departments on projects including construction practices and the economics involved.
- Proven team player across Engineering Department stakeholders and other internal and external project stakeholders.
- Experience in Kingdom of Saudi Arabia as well as at least two other international locations.

Senior Civil Engineer - Minimum 10-12 years’ experience in Civil Engineering on large industrial and infrastructure jobs with emphasis in planning and hands on design of site development including roads, storm drainage and utilities.
Grade 27
Lead Civil Engineer - Minimum 12-15 years’ experience in Civil Engineering on large industrial and infrastructure jobs with emphasis in planning and hands on design of site development including roads, storm drainage and utilities. Sets context and expectations that they have of others.
