POSITION SUMMARY
Reporting to the Contracts & Procurement Manager, the position is responsible for creating, negotiating and implementing successful sub contracting strategies for JIGPC. The successful candidate will also provide guidance to more junior members of staff in all aspects of the sub contracting work process. The Senior Sub Contracts Specialist will be educated to at least degree level, preferably with additional higher qualifications such as MRICS (Member, Royal Institute of Chartered Surveyors), or MCIPS (Member, Chartered Institute of Procurement and Supply).
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Develops and leads strategies for sub contracts to influence business decisions
- Develops request for proposals
- Develop and negotiate robust contracts for services, intangible and tangible deliverables;
- Identify solutions for areas of potential risk /opportunity within sub contracts
- Lead the generation and review of specifications and Statement of Work documents
- Provides guidance and direction to junior members of the sub contracts team

EDUCATION AND EXPERIENCE
- Bachelors Degree or higher
- 10+ years contracts / sub contracts experience within Oil & Gas projects
- MRICS (Member, Royal Institute of Chartered Surveyors) or similar
- Thorough understanding and prior experience in contracts and contractual language.
- Excellent oral and written English proficiency is a must. Second language is a plus.

- Identify and qualify potential sub contractors meeting JIGPCs requirements
- Develop base intelligence strategies to ensure JIGPC benefits from latest supply offering.
- Bring innovative solutions to maximize value proposition for products and bid opportunities.
- Effectively utilize e-Sourcing tools to launch inquiries and receive contractor quotations/proposals.
- Develop efficient bid tabulations and lead sourcing reviews with cross functional teams.
- Develop and negotiate frame work engineering agreements.
- Monitor, communicate, and respond to changing market conditions and business drivers to maximize leverage and minimize risk.
- Lead cross-functional teams involved in supplier discovery.
- Identify, develop and manage contractors; understand safety, commercial and capacity risks.
- Manage relationships with suppliers and maintain interface at senior level within their organizations.
- Act as an escalation point for contractor interface for project execution issues when relevant
- Effectively participate in Continuous Improvement activities.
