About the role:

As a Procurement & Contracts Officer, you are responsible to monitor and coordinates the procurement and contracting process for QAS Cargo. Working under the guidance from manager to help and meet procurement end user requests whilst maintaining the contract database for all suppliers as well as other departments, in a timely and effective manner.

    Maintaining a QAS contract database in Contract Management System (CMS), following up agreements, track life of contracts in Contracts’ share folder, monitoring contract renewal and cancellations.
    Responsible for cross checking and validating the documents requests for/from Procurement and Contracts Manager.
    Prepare and produce plans and business cases to justify procurement and contracts cost and benefit to finance senior management and cost management committee (CMC) in order to get their approval.
    Provide contracts administrators’ report in preparation for weekly team meetings, special projects as assigned by Procurement and Contracts Manager. Handling administrative tasks not limited to (Tracking the contracts, providing the analytical report, keeping the contract record up to date) follow up with suppliers and internal dept. LM , printing document, as well as respond to internal and external correspondence following established company procedures.
    Monitor contract milestones (day of Payments / providing services / submission of invoices.) and other billing activities to create detailed reports for portfolio records at specified time intervals.
    Collaborating with internal departments and external parties on matters related to contracts filling out form documents, liaising with signatories and other departments and other matters as required. Responsible to liaise with QAS Cargo departments LM / HOD and QR Contracts department in Data gathering, reporting, as well as collection of metrics.
    Provide regular status updates to manager on ongoing procurement and ensure Purchase Orders are raised with correct pricing, delivery date and payment terms.
    Ensure conformance at all times of the organisation to Procurement process, DOA and any other relevant company policies and processes. Work closely with Contracts to ensure appropriate agreements are negotiated and in place.
    Provision of data to assist in category strategy definition and KPI monitoring.
    Execute the PO process, ensuring compliance with Procurement Policy, Process and DOA .
    Creation and administration management of Purchase Orders, Contracts and Agreements in a systematic matter.
    Responsible for item creation in Oracle for new user requests, not available in Procurement.
    Develop relationships with end users, vetting received souring requests and ensure user clearly defines requirements and obtains relevant approvals. Proactively seek to provide solutions to operational problems.

Qualifications
About you:
 
An Idea Candidate will have:

    Without a Degree - High School Qualification / Vocational Qualification /Diploma or Equivalent (Type of Diploma Based on Role) with Minimum 4 years of job-related experience.
    With a Degree - Bachelor’s Degree or Equivalent with Minimum 3 years of job-related experience
    Microsoft Office Application – including Microsoft Project.
    Excellent communication skills, verbal and written.
    Strong organizational and interpersonal skills.

Preferred

    Preferably, with Airline/Airport/Airport Ground Handling experience Proven experience of demonstrating flexibility to meet the changing demands of the business.
    Proven experience in health and safety management in the workplace.
    Experience working in an executive administrative office Advanced Knowledge of MS Office programs.
    Possess strong analytical skills, be organized, and pay strong attention to detail.
    Team player to reach all organizational goals, as well as working on his/her own with minimal supervision.
    Proven ability to work creatively and analytically in a problem-solving environment; strong analytical skills with the ability to analyze raw data, draw conclusions, develop recommendations and operationalize the plan
